Background: <br /> <br /> The feasibility study for this project was requested by the City Council at their February 14, 1995 <br /> meeting. This study was ordered to determine the cost and the feasibility of improving the <br /> drai~ge in this area. The area of benefits is contained within the Rum River Drainage District, <br /> which encompasses the northern two-thirds of the City. This district has been established for the <br /> purpose of funding necessary drainage improvements within the district. At the February 14, 1995 <br /> meeting, City CounciI directed the City to proceed with this project under Minnesota State Statutes <br /> ChaPter 444. Under this statute, the City will be required to conduct a public hearing notifying all <br /> residents in the drainage disu-ict. <br /> <br /> Exisiing Conditions: · <br /> A na~al low lying area, which is identified as Exhibit A of Appendix A, has the potential to affect <br /> several outbuildings adjacent to this oxbow wetland and DNR Protected Wetland 659W, the large <br /> wetland south of 153rd/t55th Avenue N.W. In addition to these outbuildings, the wetland <br /> elevation in 1994 exceeded the ordinary high water elevation designated by the Department of <br /> Natural Resources by one foot, which contributed to flooded road conditions on 153rd/155th <br /> Avenue N.W. during the spring of the year. Wetland 659 had at one time in the past been <br /> provided with an outlet to County Ditch #3 by a privately-constructed drainage ditch. County <br /> Ditch #3 in turn flows eastward and ultimately empties into the Rum River. This privately- <br /> cons~cted drainage ditch had lost its effectiveness over a period of time due to a combination of <br /> factors, including the construction of non-culverted roadways, construction of private ponds, and <br /> lack of maintenance of the ditch itself. <br /> <br /> The area was to have had minor drainage improvements in 1989 in conjunction with the surfacing <br /> of 156th Avenue N.W. The scope of these 1989 improvements are described in the feasibility <br /> stud7 prepared by Hakanson-Anderson dated February, 1989, which is included as Appendix A. <br /> The proposed culvert illustrated in Exhibit B of Appendix A had been installed, however, the <br /> minor grading referenced in the report did not occur. In addition, 153rd/155th Avenue N.W. was <br /> constructed in 1990 through the area. This roadway was provided with culverts to facilitate the <br /> natural drainage. <br /> <br /> Dur~g 1994, this situation was again brought to the City's attention and in anticipation of <br /> resolving this problem, the City has had the low lying area surveyed and a drainage plat prepared <br /> to faCilitate.obtaining drainage easements rights for a future drainage project. Such a project will <br /> reqmre envn:onmental permits which will not be obtainable until the City's comprehensive storm <br /> drainage plan is updated. However, permission has been obtained to allow the scope of the <br /> drainage project authorized in 1989 to occur. <br /> <br /> DesCription of Improvements: <br /> <br />The Project proposed would be in keeping with the 1989 goal of removing existing impediments to <br />free Mowing drainage at an elevation above 868.2 feet.
