I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />8.71.02 Definitions <br /> <br />Access°.ry Apartment, as used in this Section, means a separate complete <br />houseke6~ping unit that is substantially contained within the structm'e of a single family unit, <br />but can I~e isolated from it. The existence of separate cooking facilities shall distinguish an <br />accesso~ apartment from taking in boarders or roommates. <br /> <br />8.71.03 Fees and Application Procedures <br /> <br />a. Application for an accessory apartment permit shall include the following: <br /> 1 ~ Accessory apartment application form. <br /> <br />Site plan showing property dimensions and all existing buildings on the site <br />and their dimensions. The site plan shall also include the dimensions of the <br />off-street parking area and garage to support off-street parking require- <br />ments. <br /> <br />Floor plan, existing and proposed, with dimensions specified. <br /> <br />Facade drawings. Indicate any exterior alterations proposed. <br /> <br />Affidavit of residency and ownership. <br /> <br />Ut~on the request for an accessory apartment permit being officially submitted, a <br />pU~blic hearing before the Planning Commission shall be scheduled folloWing <br />proper hearing notification. The notice shall be published in the official newspaper <br />at least ten (10) days prior to the hearing, and written notification of said hearing <br />shidl be mailed, at least ten (10) days prior, to ail parcel owners within 350 feet of <br />the~ boundary of the parcel for which an accessory apartment permit is being sought. <br />A teopy of the notice and a list of the property owners shall be made a part of the <br />reqord of the proceedings. F°r the purpose of written notification and in the <br />absence of more accurate information, the parcel owner of record at the Anoka <br />C ' nty Assessors Office shall be used Failure of a property owner to receive the <br />no0ce shall not ~nvahdate any such prOCeedings as set forth w~thm th~s secuon; <br />provided a good faith attempt has been made to comply with the notice requirements <br />of [his section. <br /> <br />Th~ Planning Commission shall conduct the public hearing, make a Findings of <br />Faa. t, and recommend to the City Council such actions or conditions, relating to the <br />reqflest as it deems necessary to carry out the intent and purpose of this Section. <br /> <br />Tha. City Council shall not consider a request for an accessory apartment permit <br />until it has received a recommendation from the Planning Commission or until sixty <br />(60} days after the adjournment of the Planning Commission public hearing at <br />which the request was considered. <br /> <br />UpOn receiving the recommendation of the Planning Commission or sixty (60) days <br />following the adjournment of the Planning Commission public hearing, the City <br />Coa.'ncil shall have the option to set and hold an additional public hearing if it deems <br />necessary. <br /> <br /> <br />
