In additiof~ to that question, some of the members questioned whether there was a rotation
plan in place, and. if so, what was it based on. This case is being provided at this time to address
and discuss thos~questions.

R~placement

In the past, the sq
150,000 miles. It
the squads at abo~
values from the 1~
policies for reph
Management and l

uads in the City fleet had been kept in service as patrol vehicles for 100,000 to
:had been determined several years ago that it was most cost effective to replace
it 60,000 to 70,000 miles. This determination was based on utilizing "trade-in"
afional Automobile Dealers Association book (blue book) as well as utilizing'
cement based on discussions with agencies such as Hertz, Avis, 3M Fleet
~lk River Ford.

The analysis inco_.~tpOrated age and mileage at various levels, maintaining the assumPtion the squad
would be traded ~tther than rotated !nto the Administrative fleet. Based on this analysis, it was
determined that t~e squads should be replaced, or rotated at 60,000 to 70,000 miles which'wOuld
provide the highe~13 trade in value when compared to replacement costs, and caused the replacement
at about two and ~e-half years because of delivery and set-up time frames.

Rotation

Based on the replltcement analysis, it has been the practice the last couple of years to rotate the
squads at the 60, .d}00 to 70,000 miles, or approximately every two and one-half years. This has
been done based oh the current size of the fleet.

In response to thelCommittee's questions regarding a rotation plan, Sergeant Gustafson prepared'
the attached infom~ation for squad rotation through the year 2000. The informatiOn includes
analysis at the sa~e number of squads as currently exist and with additions to increase the number
of squads and the Costs associated with each level.

Committee ActiOn:

None required at this time - for information and discussion °nly.

Reviewed By: Copies distributed to:
City Administrator i Police Chief
Finance Officer Sergeant Gustafson

FC: 03/28/95
