2. JOint Ramsey City Council and Anoka City Council meeting minutes dated January 30,
2995.

NOTE~PLANNING COMMISSION MEETING MINUTES

The Pa~ and Recreation Commission so notes the following:

I. !Planning Commission public hearing and regular meeting minutes dated January 2,
51995.

COMMISSION BUSINESS:

Case }#1: LAKE ITASCA PARK DEVELOPMENT

Parks ~/Lltilities Supervisor Boos gave an overview of the area for the park and included a concept
plan f6r consideration.

After~onsiderable discussion, it was decided that: 1) a survey be initiated to determine the exact
boundary lines of the park as well as the topography of the area. 2) a park plan with
corresponding budget figures should be prepared. 3) formal contact with Northfork's
Homeowners Association should be made to determine what their plans are for the general area. 4)
roug~ grading and trail development should proceed. 5) the public be informed of the park plan
meet~g.

The general concensus of the Commission was that completing that trails and rough grading was
the f'~st priority as this would allow residents with concerns to "ease" into the change, as well as
allo~ children to play and move through the area. Commissioners Cook and Johns felt that tennis
coufls could be added at a later date. They feel that Ramsey needs more than the six courts
currently located at Titterud and River's Bend parks.

Par~sAJtilities Supervisor Boos also suggested the possible realignment of Puma Street.

Ch~erson Hetland expressed Concern that the survey of residents indicated they would prefer a
pasgive area.

Commissioner Henn stated that she felt that softball and soccer/football fields could be located at
the~proposed park at the old landfill site (153rd Ave.). Mr. Schroeder told the Commission that
some wetland issues have cropped up concerning the 153th/155rd extension and that it might not
be hntil 1997 before that park sees construction. He also explained that that proposed park is not
in the Ermine and Lake Itasca Park District, and according to the mission statement, those districts
ne~ to be developed as a community park. He suggested that the Commission consider needs of
those beyond the few that expressed concerns.

P~ks/Utilities Supervisor Boos said that by the end of February he would know what RYAA
ne~s for ballfietds for the 1995 season.

COmmissioner Cook feels that residents should know prior to purchasing a home what the park
plus are to alleviate "surprises" in the future.

Park and Recreation Commission/February 9, 1995
Page 2 of 5
