Mr. Bob Thistle of Springsted was present and recommended that Council consider the issu~ce of $2,600,000 General Obligation Tax Increment Bonds, Series 1995A. Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to recommend Council adopt the resolution providing for the issuance and sale of $2,600,000 Ge~ral Obligation Tax Increment Bonds, Series 1995A. Mo~on carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and Pet~son. Voting No: None. Absent: Councilmember Beyer. Moron by Councilmember Zimmerman and seconded by Councilmember Beahen to recommend Council call for a special meeting on Tuesday, March 21, 1995, at 6:45 p.m. to awed the sale of said bonds. MOtion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and Pearson. Voting No: None. Absent: Councilmember Beyer. Case #2: 1995 Spring Events Finance Officer Hart reminded Council that each year the City of Ramsey sponsors the following spring events: Becky Weiss Memorial Bike Road-co, Annual Pet Clinic, Spring R~ycling Day and Environmental Expo. She gave a brief overview of each event. Motion by Mayor Hardin and seconded by Councilmember Zimmerman to recommend City C~uncil authorize Staff to finalize scheduling of the four annual spring events as detailed in th~ case and to proceed with plans for these events. MOtion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and POterson. Voting No: None. Absent: CouncilmemberBeyer. Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to reCommend City Council adopt a resolution proclaiming April 29, 1995 as "Arbor Day" and the month of May as "Arbor Month". Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman and ~terson. Voting No: None. Absent: Councilmember Beyer. Gase #3: Approve 1995 CIP Park Improvement Budgets Finance Officer Hart informed the Committee that included in the 1995 Adopted Capital Improvement Program were activities and development of several parks throughout the Gity of Ramsey. The list of parks and anticipated activity to be funded during 1995 is as follows: Whispering Pines Park - development; Fox Park - development; Central Park - ~allfields, fencing and electrical; River's Bend Park - soccer goals/nets, and bleachers; and Rabbit Park - backstop and bleachers. Ms. Hart reported that the monies budgeted from the Park Trust Fund are actual dollars on hand from the various Park Districts with ~dditional funding budgeted from the Landfill Trust Fund interest earnings. ~ity Administrator Schroeder stated that he had spoken with Councilmember Beyer who ;had requested that Whispering Pines and Fox Park be pulled from the list to be discussed ~ater.
