The plat consists of approximately 18 areas located east of St. Franc~s <br /> Bot~levard, just north of Amber Ridge. The property is currently zoned R-2 Urban <br /> Refldential for multi-family units. The plat submitted proposes to develop the entirety of <br /> the~ropeny with single family homes. To do so will require rezoning the property to R-1 <br /> Ur~ Residential. <br /> <br /> Mouflon by Councilmember Beahen and seconded by Councitmember Bcyer to adopt <br /> Re~olution ~95-02-045 adopting Findings of Fact ~0373 relating to a request from Gary <br /> G6~ham to rezone certain property from R-3 Urban Residential to R-1 Urban Residential. <br /> <br /> M~tion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, P~terson <br /> and Zimmerman. Voting No: None. <br /> <br />  se #11: Request for Preliminary Plat Approval of Willow Ridge; Case <br /> of Gary Gorham <br /> <br /> ~ning Administrator Frolik stated that Mr. Gary Gorham is requesting preliminary plat <br /> approval of Willow Ridge located on the east side of Highway #47 at about 149th. The <br /> p~at consists of 18 acres proposed to be platted into 34. single family residential lots served <br /> by municipal water and sanitary sewer. All of the lots will meet the minimum dimensional <br /> ~nd area requirements. The developer is required to install a bituminous pedestrian <br /> ~sponation trail parallel to Highway ~47, which is not park dedication credit eligible as it <br /> i~ transportational in nature. No lots will have direct access onto Highway #47. An outlet <br /> i~ proposed onto Highway #47. In exchange for this outlet, MnDOT may require closing <br /> one of the accesses on the west side of Highway #47 in the same vicinity. Ms. Frolik <br /> explained that the developer is in the process of working on the landscape plan. The <br /> ~lanning Commission conducted a public hearing. There were comments submitted that <br /> 6bjected to the closing of one of the accesses on the west side of #47 and concern was <br /> ~xpressed that the development would intensify existing drainage problems in the area. <br /> ~ity Engineer Jankowski stated that drainage from this plat will ultimately discharge into <br /> ~rotected Wetland #659 which was provided with an outlet to the Rum River as a pan of <br /> ~the Amber Ridge development. <br /> <br /> ~Discussion ensued regarding drainage in the area. <br /> <br />~City Administrator Schroeder stated that prior to final plat approval, the issue relating to <br />~drainage will have to be addressed; however, that issue does not have to hold up granting <br />i-preliminary plat approval. <br />~Ms. Frolik added that the access onto Highway #47 would also be addressed. <br /> <br /> I <br /> I <br /> I <br />I <br /> I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />! <br /> <br />City Council/February 28, 1995 <br /> Page 8 of 14 <br /> <br /> <br />
