I I I I I I I I I I I I I I I I I I I CASE TRANSPORTATION IMPACT FEES By: Steve Jankowski, City Engineer Background: As new deve(~opments occur within the City, an increase in ~'affic can be anticipated on arterial and c~llector streets, some of which are currently at a less than desirable level of service. For ~xample, T.H. #47 has been identified as one such area of concern, and our recent MUSAiexpansion includes area which is likely to contribute traffic to this arterial. In the past, d~velopment agreements have required specific improvement along major roadways to k/e installed by the developer. For example, the additional turn lanes required by the State c~n T.H. #47 at 149th Lane for access into Willow Ridge will be financed by the Willow ~dge development. However, the developer aptly pointed out that these improvement~ would also provide benefit to the properties associated with the Sunny Ponds and Rimsey Meadows additions which may also use this access point onto T.H. #47, At a recent Council workshop, it was suggested than an impact fee be contributed into a fund which w~buld finance improvements over and above those required for the individual subdivision. The impact fee system could function similar to the existing sewer and water trunk funds, i Staff is supportive of this concept.
