Members Present Mayor Glen Hardin Councilmember Carolyn Beahen Councilmcmber Shcila Bcyer Councilmember Kenneth Peterson Councilmcmber Gerald Zimmerman Also Present: City Administrator Ryan Schroeder City Engineer Steve Jankowski Zoning Administrator Sylvia Frolik Parks/Utilities Coordinator Mark Boos CALL TO ORDER Mayor Hardin called the public hearing to order at 7:03 p.m. PUBLIC HEARING Case #1: PUblic Hearing on Comprehensive Land Use Plan Mayor Hardin stgted the purpose of the public hearing is to receive input on the Comprehensive Land Use Plan. City AdministratOr Schroeder introduced Mr. Steve Schwanke of RLK Associates who worked on the land use poffion of the plan and Mr. Bill Smith of Biko Associates who worked on the transportation md trails portion of the plan. They will briefly explain the process and hit the highlights of the proposed plan. Presentation Steve Schwankei RLK Associates, stated that RLK has focused mostly on the land use issues - particularly the .I-lighway #10 area while Bill Smith has principally focused on the transportation roadways and bridge corridor. Most people are aware that cities are required by State Statutes to prepare comprehensive plans. The City of Ramsey has a plan and this process is to re-evaluate that Comprehensive ,Plan. This process started about one and a half years ago. Meetings were held with a subcomrdittee of the Planning Commission for three or four months and a number of alternatives generated. The Subcommittee made a couple of recommendations to the full Planning Commission. I~ July 1994, a joint meeting was held with the Planning Commission and the Economic Develbpment Commission which generated more alternatives. By the end of 1994, we had two reeomn~endations for land use. They were quite similar but with a couple of major differences - pamcularly the potential bridge crossing. City Council looked at alternatives and after a couple of worl~ sessions, reached a consensus. The real intent of this process was to define, conceptually, a ~ision for the City - certain parts of the City. This is at a very conceptual level. We attempted to !focus on the land uses. The paramount thing that drives a City is the land uses. Some changes in!land uses are proposed along Highway #10 and expansion on collector roadways north of Highwa~t #10 as well as uses south of Highway #10.
