I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, <br />February 14, ;,1995, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., <br />Ramsey, Minnesota. <br /> <br />Members Pres[ent: <br /> <br />Councilmember Carolyn Beahen <br />Councilrnember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee <br />to order at 5:_i5 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Discuss Additional Mileage Designation to MSA System <br /> <br />City Engineer Jankowski stated that the City will receive $454,564 from the State of <br />Minnesota toward the construction, operation and maintenance of its Municipal State Aid <br />(MSA) road gystem. The allocation is based on two factors, total population and total <br />dollar amount needed to bring the designated system up to MSA standards. He explained <br />that the City is allowed to designate 20 percent of its street mileage onto the MSA system; <br />however, the ,system must be continuous, with no dead ends, and must be approved by the <br />State Aid Engineer. In 1994, 2.34 miles of new streets were added which allows a total of <br />0.51 miles to!be designated onto the MSA system. Mr. Sankowski suggested designating <br />the segment ~from Sunfish Lake Boulevard down to Riverdale and the extension of <br />Armstrong fgom Riverdale to 142nd as being on the system. It must commence and <br />terminate on ~tnother MSA road. Mr. Jankowski stated that something from 153rd over to <br />Jarvis and back down may also be a possibility. He reported the modifications to the <br />system must be submitted to MnDOT by March 1, 1995. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to <br />recommend that City Council petition the Commission of Transportation for modifications <br />to the City's MSA system. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman and Beahen. Voting No: <br />None. <br /> <br />Case #2: <br /> <br />Consideration of Modifying Assessment Procedures Applicable <br />to the Annual Street Maintenance Program <br /> <br />City Engineer Jankowski stated that, since its inception, the Street Maintenance Program <br />was financec through special assessments.
