In the interim, the eastern portion of the trail should be redrawn so as not to <br /> imply that the City will be condemning homes for trail alignment. The consultants will also <br /> be insmacted to make sum the Kurak property lines show up clearly on the Parks and Trails <br /> map. <br /> <br /> Opposition was expressed regarding the elimination of a Mississippi River <br /> -Bridge crossing in general. Comments were submitted to the affect that the <br /> 'no bridge' approach was in fact endorsing the eastern alignment and for <br /> various reasons, Council should amend the transportation element with a <br /> western bridge alignment. Comments were submitted in support of the <br /> eastern bridge alignment. Council was requested to finally make a decision <br />-on the eastern bridge alignment and if it is to be eliminated, Anoka County <br /> Parks should be notified that the Jerry Martin's property (Tooth Acres) is <br /> no longer slated for a bridge and commercial development. In <br /> consideration of his 20 years of cooperation with Ramsey and Anoka <br /> County, Jerry Martin requested that if the eastern bridge alignment is <br /> eliminated, that a service road from the east into Tooth Acres be planned <br />-and it should be aligned adjacent to the highway as frontage parcels <br /> separating the highway and the service road detract from the use value. <br /> <br /> Staff Response and Recommendation: Mn/DOT, Anoka and Hennepin Counties, the City <br /> of Dayton and neighboring cities are all players in this discussion. Council movement to <br />- direct that a corridor be placed somewhere between Ramsey Blvd. and Puma Street seems <br /> to be the right approach so long as options are only eliminated after further study by all <br /> parties. <br /> <br /> It was suggested that the City reconsider the proposal to plan for a Rum <br /> River bridge crossing corridor through the Boy Scout Camp. <br /> <br /> Staff Response and Recommendation: A Boy Scout Camp bridge alignment and trail <br />: corridor should be removed from the map. Instead, narrative should be added to the <br /> comprehensive plan amendment directing that a corridor be identified in concert with the <br /> City of Andover somewhere along the Rum River. A Rum River bridge corridor would be <br /> moot if traffic congestion from T.H. #47 were redirected to 7th Avenue. <br /> <br />The thoroughfare plan needs to address some relief for the congestion on <br />Hwy. #47. <br /> <br />Staff'Response and Recommendation: The C.S.A.H. #116/T.H. #47 intersection will be <br />upgraded by MnDOT/Anoka County within the 1995/1996 time frame. The City has <br />budgeted for a corridor study for 1995 and set aside $300,000 in the 1998 CIP for corridor <br />improvements. The Willow Ridge subdivision will result in corridor improvements at <br />149th and the Road and Bridge Committee has proposed a transportation impact fee for <br />County/State system improvements necessitated by future subdivisions. The <br />Comprehensive Plan should support these measures.
