Mr. J.ank~bwski explained that Mr. Kleckner had applied for a subdivision last year to
plat the 20 acres intq two 10-acre rural lots, however, City Staff convinced him to postpone his
plat until this year clue to the anticipated expansion of the Metropolitan Urban Service Area
(MUSA) and the ava[lability of sewer and water to the site by mid 1995, which would allow the
property to be developed at urban densities. The subject property is now in the MUSA and is
zoned R-1 Urban Rqs. idential. Mr. Jankowski stated there will be approximately 18-20 single
family units. He noteki that 151st Lane N.W. will be extended, resulting in exceeding the 600 foot
maximum dead end-~ireet length, and that another cul-de-sac will be extended off 151st to access
the remainder of the 41evelopable property. He explained that the over-extended length of 151 st is
the only reasonable ~neans of developing this property short of bridging wetlands (which is
unacceptable to DNI~) to construct through streets. Mr. Jankowski advised it is anticipated that
sewer and water will!be provided to the property by extending the sewer trunk along the wetland
somewhat in conjundtion with the service to the school, and the water will be extending also in
conjunction with the ~extension to the school without going through the Haubrich Addition. The
anticipated drainage lwill be predominantly from east to west, and will require some type of
ponding, possibly in,the park area, prior to discharge in the wetland. There are also plans to
extend the trail through the subdivision over to the school property.
Rick Murray, Residential Development Company, stated that this is a beautiful site, adding that he
had initial concerns og incorporating a road system with the least amount of impact on the wetland
and trees. He presehted Concept Plan #1, outlining the wetland, trees, proposed roads, and
building sites.

Commissioner Deem~ required as to the status of the tree ordinance.

Mr. Jankowsld stated that the ordinance is still in the drafting stage and cannot be enforced,
however the City has ~en getting cooperation from the developers.

Commissioner Deems informed the applicant that this was not an official tool for the City.

Mr. Murray stated he !has been made aware of that, however, he will do what he can to cooperate
since he stands to benefit as well. Mr. Murray noted that he did have concerns with the trail
extension due to the f~let that he does not own all the property involved.

Motion by CommissiOner Deemer and seconded by Commissioner Holland to grant sketch plan
approval to Fox Knot. l and recommend that the developer proceed to apply for preliminary plat
approval.

Motion carried.
