'1 I I I I I I I I I I I I I i I I I I April 3, 1995 TO: City of Ramsey Planning Commission and City Council RE: Request of Pairick McLafferty to rezone 7321 - 154th Lane N.W., Ramsey, MN, to allow him to o~perate a foster care home for a maximum of eight (8) youth on the property genially known as 7321 154th Lane N.W., Ramsey. We have lived in oqr home at 7341 154th Lane N.W., in Ramsey, for some 24 years. Our home is the property located directly to the west of Mr. McLafferty's property. Until last year when Mr. IMcLafferty moved in, this was entirely a family neighborhood, and we would urge the Planning Commission and the City Council to deny Mr. McLafferty's request to increaselthe number of youth for which he can be licensed. Mr. McLafferty spe~.ks about protecting his investment. I, personally, think his neighbors in Rams,~y have much more to be concerned about relative to the investments we ha~e in our properties, which will surely diminish should Mr. McLafferty be grant, ed his request to rezone. 1 also believe that ir~ the future it makes sense for the City of Ramsey to consider making it mandatory that such businesses be required to obtain a license from the City before being allow~d to move into any neighborhood in the City of Ramsey. Perhaps the licensing fee cojJId be such that it would help defray the cost of additional services which will be requirbd by such a business. If a beauty shop wanted to move into our neighborhood, it wq'uld have to have such license before it could move in. Certainly Mr. McLafferty's business is more of a potential risk to the neighborhood than would be a beauty shop (or sbme other business).
