That to locate a multi-family use in a single family district is not permitted by the Conditional Use Permit process as this is a re-zoning issue. That a multi'family use is not compatible in a single family residential zone. That permitting a multi-family use in a single family residential zone is not consistent with the intent athd purposes of the City's Zoning Chapter and is not harmonious with the objectives ot~ the Comprehensive Plan. That the City has not permitted other multi-family units in a single family residential zone since 1976 ~d that there are no provisions in City ordinances for multi-family uses without city sewer a~d water.
