CASE # 7 <br /> <br />REQUEST FqIR FINAL PLAT APPROVAL OF RIVER'S BEND 4TH ADDITION; <br />CASE OF RICK FOSTER AND ART RAUDIO, R.F. DEVELOPMENT <br /> ~ By: Zoning Administrator Sylvia Frolik <br /> <br />Background: ~ <br /> <br />The approved preliminary plat for River's _B, end 3rd Addition Consisted of 32 single family lots and <br />8 commemial lois. The final plat for River s Bend 3rd Addition platted the first 17 residential lots. <br />The applicants ~ave submitted a request for final plat approval of the second phase of the plat, <br />which consists ~ the remaining 15 single family lots. <br /> <br />The following items arc enclosed for your information: <br /> a) Site location map <br /> b) Approved preliminary plat <br /> c) Proposed final plat for River's Bend 4th Addition <br /> d) Oj'ty S taft review letter dated April 20, 1995 <br /> e) 1:~'i oposed resolution for f'mal plat approval <br /> f) ~oposed development agreement <br /> <br />Observations:[ <br /> <br />The residential lots are in the Scenic River Overlay District for which the minimum lot size is <br />12,150 square _f,~t. Some of the lots do not meet this minimUm'area requirement on an individual <br />basis but overall~ the density of the residential lots exceeds I per 12,150 square feet, which was <br />acceptable to DIOR at the time of preliminary plat approval. However, the depth dimensions of the <br />lots on the cul-d{-sacs is such that it somewhat restricts the style of homes that can be built on the <br />lots whiie meeting_~ the minimum setback requirements. City Staff's initial inclination was to reduce <br />the radii of the c~-de;sacs to 50 feet, however, this would have been a timely and costly correction <br />to the final plat. iTo achieve the same result at less expense and time, City Staff is recommending <br />that a 10 foot valance to the front yard setback be granted to Lots 1, 2, 3, 4, 9, 10, I1, and 12 in <br />order to provide tnore flexibility as to the style of home that can be constructed on those lots. <br /> <br />With respect to l}ark dedication, there is an agreement between the City of Ramsey and Ramsey <br />Center Partners~p dated January 10, 1980 that exempts this particular property from any park <br />dedication in li{u of property donated to the City and County for various purposes. The <br />development agr~ment will require the developer to install a 2 inch diameter tree on every lot. <br />In accordance wiih the conditions placed on the plat at the time of prelimlnary plat approval, Xkimo <br />Street has been p~atted with 70 feet of right-of-way. City Staff is recommending that the 600 foot <br />length of dead edd street maximum be waived in this case in lieu of Xldmo's eventual connection <br />with T.H. #47. i <br /> <br />The Developers z~ec, o~ze the need for the connection of Xldmo to T.H. ~47 and the improvements <br />to the intersectioJ) of #5/#47. They have agreed to enter into an agreement with the City wherein <br />Outlots C and E 9f River's Bend 3rd Addition will be responsible for 50% of the City's eventual <br />share of the costs[of improvements to the Xkimo/#S3~47 intersection. <br /> <br />A previous agrel~ment with the Developer for the River's Bend 3rd subdivision required the <br />developer to conffibute to the oversizing of Xkimo Street, an MSA street.
