I <br /> I <br /> I <br /> I <br />I <br /> <br />Mr. Gorham stated ihat, as a builder, he can work with this policy in order that the City makes others <br />not in tune with the~ concept do the same thing. However, as a developer, he feels the cost is not <br />manageable. ~ <br /> <br />Mr. Peck stated thatlone can have a two-acre lot which has several building sites, and he is concei'ned <br />that the City might ~ctate where the building site will be based on tree location. <br /> <br />Mr. Gotham stated ~the developers know the need for tree preservation but hope the City comes up <br />with something in v~hich the developers can obtain the best value. He added that he felt the use of <br />fencing and trenching will eventually educate the subcontractors. <br /> <br />Ms. Monear inquire'gI. whether, once working with individual lots, the builders would consider hiring a <br />forester as a consultint. She estimated the cost to be approximately $300. <br /> <br />Mr. Peck stated he ~as a contract with Steve Kunde to do just that, but Mr. Kunde hasn't found the <br />time during the last flu'ee years. He noted that Mr. Kunde did the prototypes but never the actual lots. <br /> <br />Ms. Monear felt thal! this was a cost that could be passed on to the homeowner. <br /> <br />Councilmember Zimmerman asked whether the builders have run into opposition of having to replant <br />trees, and he inquire~t as to other cities' requirements. <br /> <br />Mr. Gorham stated that requirements run from 0 to 3 trees. <br /> <br />Mr. Emmerich stated there is not a problem as long as the builder knows going in as to what is <br />required. <br /> <br />Councilmember Zimrmerman felt that this is something that needs to be increased. <br /> <br />Mr. Gorham realized the importance for an open lot but not a weed lot. <br /> <br />Mr. Bacon inquired!whether even a lot with trees could be asked to contribute their trees to a local <br />park. <br /> <br />Mr. Gorham didn't ~think so, because a builder's position would be that he followed the rules and <br />preserved his trees, i <br /> <br />Mr. Peck inquired Whether builders could purchase trees through the City since they get a better price. <br /> <br />Councilmember Zi ,mmerman advised that the City could not get involved in that. He stressed that the <br />need to get the residents to plant. <br /> <br />Mr. Boos informed ghat tonight's discussion along with the occurrences over the last six months will <br />be taken into considgration when presenting a proposal to City Council and going through the public <br />hearing process for Ordinance review. <br /> <br />Councilmember ziramerman indicated that the developers definitely need another review of this. He <br />directed Staff's ch4nges should reflect tonight's discussion about being more restrictive on the <br />individual lot but ~ve more leeway at the developer stage.
