I I I I I I Background: OPTION AGREEMENT APPROVAL By: Ryan Schroeder, City Administrator CASE As Council is aware, the City will be constructing sanitary sewer and water lines out to the Anoka Electric! Cooperative (AEC) facility during the summer 1995. This extension of utility lines wile require the acquisition of easements across certain properties located along the Burlington Northern Rail lines. It is intended that this construction will coincide with the placement o~f the new electric line for the Anoka Electric Utility and the combination of the the existing.g~EC transmission lines. During discussions with Mr. Greenberg, the owner of the parcel abutting Sunfish Lake Blvd. N.W., he ~ndicated that the entire 6. 5 acre parcel could be acquired for $20,000 plus back taxes (eu~ently estimated at $13,848.04) or $5,207 per acre. The owner has also stated that the!payment could be delayed until a future date. The proposed option agreement indi{ates a September 1, 1995 payment, with the property transfer occurring within 60 days. The City will n~ed to acquire an estimated 1.8 acres for the utility/roadway easements to extend the line~ across the property and to gain an 80' McKinley Street right-of-way. In addition, the Ci~ty would gain clear title to Azurite Street as a portion of a land purchase. The estimated p~chase price of McKinley/Utility acquisition is $6,300 plus costs. This fee purchase of the~roperty represents an excellent value given its location, expenditures for accessory easerfients and Anoka Municipal Utility future easements. 1) ~ite location map of property 2) Proposed Option Agreement Staff would re6ommend that the City Council authorize the acquisition of the property based upon the i~roposed option agreement.
