Scope of Services City of Ramsey TH 47 Corridor Study - From County Road 116 to 167th Avenue N.W.: 1. Identify ~propriate functional and jurisdictional classification of TH 47. 2. Develop traffic forecasts for the years 2000 and 2015. 3. Study and evaluate alternate alignments for TH 47 ,and select a recommended alignment. 4. Prepare fl).r the selected alternative a preliminary roadway plan for the design year 2015. prelimin~ plan would address: The design speed · hori~ntal and vertical alignment · road~Vay cross section (number of lanes) · fight~f-way widths · pede~fianib~e/t~l facilities · inter~ection design connoting City roadways such as Thurston Avenue by-pass and east-west connector with City pfAndover. · envirbnmental considerations (wetlands, parks, noise and air quality, etc.) · cost estimates 5. Identify qxisting safety and capacity deficiencies and prepare preliminary spot-safety improvenhents plans and cost estimates. Specific intersection to be studied would include: · TH 47 at CSAH5 · TH 47 at 147th Lane · TH 47 at 149th Lane · TH 47 at 153rd Avenue NW Develop ~an access plan for the TH 47 corridor considering existing and furore land rise and development: · City ~Comprehensive Plan as a guide. · Mn/DOT standards as a guide · Adjajeent local street and roadway system needs. Acce~ s safety and capacity considerations (~mtersection spacing, sight distance, intersection control). The TH 47 COrridor Study should be guided by a task force composed of representatives from several city departments (engnneermg, p!:anmn~ plLrks~ police, city council), Mn/DOT, Anoka County Odgh ~v~y department and planning), City of Anoka, Metropolitan Council. Duration of the study should be 9-12 months..
