I I I I I I I I I I I I I I Background: TRANSPORTATION IMPACT FEES By: Steve Jankowski, City Engineer CASE As new developments occur within the City, an increase in traffic can be anticipated on arterial and collector streets, some of.which are currently at a less than desirable level of service. For e~X' ample, T.H. ~47 has been identified as one such area of concern, and our recent MUSA ~.xpansion includes area which is likely to contribute traffic to this arterial. In the past, development agreements have required specific improvement along major roadways to bd installed by the developer. For example, the additional turn lanes required by the State on!T.H. #47 at k L~(~ i~fl Lane for access into Willow Ridg~ ~i11' be financed by the Willow Ridge development. However, the ~leveloper aptly pointed out that these improvements would also provide benefit to the ~operties associated with the Sunny Ponds and Ramsey Meadows additions which may als~ use this access point onto T.H. g47. At a recent Cogncil workshop, it was suggested than an impact fee be contributed into a fund which w®Id finance improvements over and above those required for the individual subdivision. The impact fee system could function similar to the existing sewer and water trunk funds, iStaff is supportive of this concept. There would need to be some consideration aBd direction by Council on the following issues: a) ~e amount of the impact fee b) ~he relative unit charge to units other than single family units c) the vehicle for establishing such a charge (by ordinance or merely a ~eclarafion of policy) One of our inters is surveying other communities to ascertain their experience with the use of impact fees ~d we will have that report ready for your review this evening.
