I
!
I
I
I
i
i
I
I
I
I
I
I
I
!
i
I
I
I

April 3, 1995

TO: City of Ramsey Planning Commission and City Council

RE: Request of Patrick McLafferty to rezone 7321 - 154th Lane N.W., Ramsey, MN, to
allow him to ¢~perate a foster care home for a maximum of eight (8) youth on the
property genbrally known as 7321 154th Lane N.W., Ramsey.

We have lived in o~r home at 7341 154th Lane N.W., in Ramsey, for some 24 years.
Our home is the p~operty located directly to the west of Mr. McLafferty's property. Until
last year when Mr.[ McLafferty moved in, this was entirely a family neighborhood, and
we would urge the.i Planning Commission and the City Council to deny Mr. McLafferty's
request to increas~ the number of youth for which he can be licensed.

Mr. McLafferty sp%ks about protecting his investment. I, personally, think his
neighbors in RamSey have much more to be concerned about relative to the
investments we h~lve in our properties, which will surely diminish should Mr.
McLafferty be grarited his request to rezone.

I also believe that tn the future it makes sense for the City of Ramsey to consider
making it mandato,W that such businesses be required to obtain a license from the City
before being aliow~ad to move into any neighborhood in the City of Ramsey. Perhaps
the licensing fee could be such that it would he~p defray the cost of additional services
which will be requi~'ed by such a business. If a beauty shop wanted to move into our
neighborhood, it v~ould have to have such license before it could move in. Certainly
Mr. McLafferty's b~siness is more of a potential risk to the neighborhood than would be
a beauty shop (or Some other business).

Please consider oUr vote as negative to the request of Mr. McLafferty to rezone so that

7341 154th Lane N.W.
Ramsey, MN 55303
