[JUVENILE FEMALE OFFENDERS.] <br />4 The commissioner of corrections shall collaborate with the <br /> <br /> 5 commissioners of human services~ health, economic security,. <br /> <br /> 6 pla~ning,_education, and public safety and with representatives <br /> <br />7 of th9 private sector to deve~op a comprehensive continuum of <br />8 care to ~dress the. gender-specific needs of juvenile female <br />9 offenders. <br />10 Sec. 27. [SECURE AND NONSECURE RESIDENTIAL TREATMENT <br />11 ~ACf~f~ES.] <br />12 Subdivision 1. [RULES REQUIRED; COMMITTEE <br />13 ESTABLISHED.] The commissioners of"corrections and human <br />14 services shall Jointly adopt licensing and programming rules for <br />15 the secure and nonsecure residential treatmen6 facilities that <br /> <br />16 they license and shall establish an advisory committee to <br />17 develop these rules. The com~ittee shall develop consistent <br />18 general'licensing ~equirements for juvenile residential care, <br />19 enabling facilities to provide appropriate services to juveniles <br />20 with single or multiple problems. The rules sha&l establish <br />21 program standards with in independent auditing process by July <br />22 1997. <br />23 Subd. 2. [STANDARDS.] The standards to be developed in the <br />24 rules must require: <br />25 (1) standards for the management of .the program .including: <br />26 (i) a board of directors or advisory committee for each <br />27 facility which represents the interests, concerns, and needs of <br />28 the clients and community being served; <br />29 (ii) appropriate grievance and appeal p~ocedures for <br />30 clients and families; and <br />31 (iii) use of an ongoing internal program evaluation and <br />32 quality assurance effort at each facility to monitor program <br />33 effectiveness and guide the improvement of services provided, <br />34 evaluate client and family Satisfaction with each facilities' <br />35 services, and collect demographic information on clients served <br />36. and outcome measures relative to the success of services; and <br /> <br />Section 27 22 <br /> <br />m <br /> <br />m <br />m <br />m <br /> <br />m <br />! <br />m <br />m <br />m <br />m <br />m <br />m <br />m <br />m <br />m <br />m <br />m <br /> <br /> <br />
