I <br /> I <br />:1 <br /> I <br /> I <br /> <br />PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, April 4, 1995 at the <br />Ramsey Municipal ~enter, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a request to rezone certain property from B-1 Business to B-2 Business; ease of Polka <br />Dot Dairy and Wayne Johnson, Rum River Properties. <br /> <br />Members Present: <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commassioner Bradley Thomd <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br />Attorney Gerry Randall <br /> <br />Chairperson Bawden called the public hearing to order at 8:26 p.m. <br />PRESENTATION <br /> <br />Zoning Administraior Frolik reported that Polka Dot Dairy and Rum River Properties are <br />requesting to rezoneiproperty at the northwest comer of the intersection of T.H. g47 and C.S.A.H. <br />#116 from B-1 Bu,~iness to B-2 Business to facilitate development of the property with a <br />convenience store w!th gas. <br /> <br />CITIZEN INPUT <br /> <br />Charlie Gravel/e, PrOPerty Manager for River's Bend Plaza, commented that the subject property is <br />crucial to the futureflevelopment of Ramsey, and the current zoning is appropriate. He noted that <br />two convenience st~res, Food-N-Fuel and Brooks Superette, already exist at that intersection, and <br />if the zoning is chaOged you would be looking at three convenience stores at one of the major <br />intersections in Rarn~ ey. He said they didn't expect a zoning change would occur to compete with <br />existing uses in that area. <br /> <br />Steve Schmidt of A~oka, representing River's Bend owners, advised that they have had a long <br />struggle, spending ihousands of dollars, redoing the intersection to allow people to get in to <br />River's Bend Plaza. ~He stated they were looking forward to seeing a large commercial center on <br />the comer .where subject property is located. He perceives this area as a premier intersection for <br />the City of Ramsey,. He noted that there aren't many opportunity for change going west on <br />Highway #10, so thia would be a key comer to improve the impression of the city. <br /> <br />Keith Carlson, Presit lent of Brooks, advised that they researched the zoning of the area before they <br />went into River's Bel~d Plaza, and based their decision on where the competition was to be located. <br />Now he questions whether City documents can be relied upon.
