C se <br /> <br />#2: <br /> <br />Ramsey Fire Department Attendance Policy <br /> <br />Fire Chief Kapler explained the policy contained within the agenda packet. The response <br />requirements refer to fn:e calls, not rescue calls which are about 30 percent of ail calls. Fire <br />Fighters must be at at least 33 percent of all response calls and 67 percent of training. He <br />expressed that on a "strictness scale", this policy is probably at 6 or 7 on a 10 point scale <br />on parameters, but more lenient on the discipline area. Further, that if the Department is <br />informed of upcoming short term scheduling conflicts, they will try to accommodate these. <br /> <br />Mayor Hardin suggested having each current and future fire fighter sign receipt and <br />understanding of this policy upon passage. <br /> <br />Motion by Boardmember Weiss and seconded by Boardmember MeLaughlin to approve <br />the policy effective July 1, 1995. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmember Beyer, Chairperson Pearson, <br />Boardmembers Weiss, McLaughlin and Williams. <br /> <br />Case #3: Level of Services that Ramsey's Fire Department Should be <br /> Providing <br /> <br />Fire Chief Kapler requested Board direction on what level of service the Department should <br />offer the citizens in the areas of hazardous materials, medicals, water/ice rescue and general <br />response times. It was discussed that Anoka County will be awarding a Hazmat contract <br />within about a month and that Ramsey need not get more deeply involved at this point. On <br />medicals, Chief Kapter reported that Anoka and Oak Grove do not provide medical <br />response. Elk River, Andover and Coon Rapids provide full response. Health Span also <br />provides full response to Ramsey and surrounding communities. He further reported that <br />Health Span and Ramsey Fire Department generally arrive on the scene at about the same <br />time. The Fire Department is entirely trained at the 1st Responder level with 12 trained at <br />EMT levels which includes shock management. <br /> <br />Boardmember Weiss suggested maybe running nights and weekends. <br /> <br />Boardmember McLaughlin expressed a concern for liability. <br /> <br />Chief Kapler stated that we aren't staffed at a high enough level and he is concerned for <br />employee burnout. <br /> <br />Boardmember Williams stated that we couldn't do better than Health Span even if we had <br />full staff'nag and training. <br /> <br />Boardmember Weiss added that Elk River has also been very helpful with medical <br />response. <br /> <br />COnsensus of the Board was to maintain current service levels with medical response but to <br />not increase the service level. <br /> <br />With regard to water/ice rescue, Chief Kapter stated that we are trained and equipped for <br />sl~9re-based rescue using hose as a floating boom Anoka County has a crew on staff with <br />a boat and diving gear able to respond. In the seven-year tenure of the department, we <br />have responded to two ice rescues.
