I I I I ! i Councilmembor Beyer stated she wanted to commend Ms. Frolik on drafting the observations of this case; however, when she got to the end of it, she wasn't clear what Council was being asked to do. Ms. Frolik stated she is recommending that Council adopt some regulations so there is criteria establist~ed for accessory apartments. Counc' member: Beyer stated she did not have a feel for what route Council should go. She suggested diseasing this with the Planning Commission which would also be a good way for Council to s~'t bridging the communication gap. Councilmembe~ Zimmerman agreed with Councilmember Beyer. He added that Council should also meet with the Economic Development Commission and the Park and Recreation Conimiss~on. Motion by Cougcilmember Bcyer and seconded by Councilmcmbcr Zimmcrman to table any action on th~ issue of accessory apartments until after a joint meeting with the Planning Commission ankl City Council· Motion carried.; Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen and Peterson. Voting No: None. Case #4: lward Contract for Engineering Services to Prepare a Storm Water Management Plan for the Southeastern Quadrant City Engineer iJankowski explained that the Request for Proposals to perform the Southeastern StOrm Water Study was issued to four metropolitan consulting firms which were selected l~ased upon familiarity with the study area and experience with similar studies. Thre~ proposals were received. He felt that although price is a major consideration, the experience and background are also important in selecting a consultant for this particd~lar project. He reported that the lowest bid came from Short Elliot Hendriksen (S~H) and they are the firm that was selected to do the update of the WMO plan. They ha~ prepared similar comp plans and he recommended they be awarded the contract. Motion by Coun. cilmember Peterson and seconded by Councilmember Zimmerman to direct the City Administrator to enter into a contract with SEH, Inc. in the amount of $25,609 to prepare the sou :theast drainage study. Motion c.arried~ Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, Beahen and Be3}er. Voting No: None. Case #5: Town Hall Appraisal Services City Administrator Schroeder reminded Council of the discussion regarding appraising the value of the o1~t town hall parcel. He thought that by meeting time, he would know whether or not [funding would be available. He received a verbal response from Ellen Herman of Herman Appraisal that the cost of the appraisal would be between $1,500 and $2,000. Councilmembei Beyer suggested that the appraisal be authorized whether funding is granted or not. CouncilmemberiZimmerman voiced it is a worthwhile expense. City Council/March 28, 1995 Page 9 of 13 ??
