Contract No. <br /> <br /> $O]2qT POWERS AGREEMENT <br /> NORTHWESTERN ANOKA COUNTY COM~VlT. TN1TY CONSORTIUM <br /> "NWACCC" <br /> <br /> The parties to this Agreement are Anoka C'ounty, City of Andover, City of Anoka, City of <br />Ramsey, and Independent School District No. 11, all of which are governmental units of the State <br />of Minnesota. This Agreement is made pursuant to Minnesota Statutes, Section 471.59. <br /> <br /> ARTICLE L GENERAL PURPOSE <br /> <br /> The general purpose of this Agreement is to create an organization through which thc parties <br /> may jointly and cooperatively create a community-wide vision for positive youth development that <br /> would focus on developing a detailed action plan to implement the results of the recent Search <br /> Institute Youth Needs Assessment Survey. The organization would concentrate on encouraging <br /> COmmunity partnerships that would improve the factors inhibiting healthy development identified in <br /> the aforementioned StUdy. The organization would also work to promote both the internal and <br /> external assets identified in the study and assist youth in increasing their abktity to make positive <br /> choices in their lives. The organization will continually assess progress toward meeting that detailed <br /> aCtion plan to promote positive youth development and prohibit factors that limit healthy youth <br /> development. The organization would serve as a formal structure to assemble a permanent Child and <br /> ~outh Task Force that would be responsible for implementing this action plan on a permanent basis. <br /> <br /> ARTICLE II. PARTllgS <br /> <br /> Section 1. The governmental units eligible to become parties to this Agreement are Anoka <br />COunty, City of Andover, City of Anoka, City of Ramsey, Independent School District No. 11, and <br />such other governmental units sharing common concerns and designated by the Board from time to <br />ti/ne. <br /> <br /> Section 2. Any governmental unit desiring to enter into this Agreement may do so by the <br />d~y authorized execution ora copy of this Agreement by its proper officers. Thereupon, the clerk <br />or other corresponding officer of the governmental unit shall file a duly executed copy of the <br />Agreement, together with a certified copy of the authorizing resolution or other action, with the <br />BOard of Directors.
