letter toMr. Kleckner

Regarding utility costs, developments pay an acreage charge regardless of the actual cost of project
construgtion. In 1994, the sewer and water charges are $4,509/developable acre..These charges
are adjusted annually at the end of the year based upon the Construction Cost Index, so a very
modestiincrease rrfight be expected. There are also sewer access and water access charges which
are paid by whomever pulls the building permit as part of the permit fees.

At our~eeting, City Engineer Jankowski represented that both water and sewer mains were of
sufficient size to provide service to the western property. Further, that this sewer was also of'
sufficient depth, whereas other potential sewer trunks to the south were too shallow to utilize
withoui a lift station.

I understand that this project will not proceed until the 1995 construction season. Further, that
upon the above, you intend to construct this project at urban densities requesting extensions of and
access~to municipal water and sewer.' This will be a benefit to your project and to the Ramsey
utility System. This alteration in project design and scope has resulted in the development schedule
being 6xtended to the spring/summer 1995 construction season. Any delay beyond that length of
time Would result only from circumstances beyond the control of the City or the Fox Knoll
developers. The schedule assumes a positive and timely review of our MUSA request by the
Metrg~.oJitan Council. Should the above not occur as projected, we have agreed to discuss project
scope~nd development schedule. Upon negotiation of a development permit, any credits or debits
resulting from the above will occur within the trunk fund fees owing.

If you have any' questions or concerns, please call me at 427-1410.

Sincerely,

Ryan R.
