Commissions recommend policy. Staff recommends policy and <br />prOVides analytical data throughout the process. I support staffproviding <br />reCOmmendations when identified as opinion. However, I object to opinions being <br />prOVided under the guise of analytical data. <br /> <br />In Jim Gromberg's December 12, 1994 memorandum he compares the Economic <br />Deyelopment Commission's East alternative with a West alternative he created. <br />Gr~mberg's design differs significantly from that of the Planning Commission and would <br />~:~e more expensive to build. I believe it was his intention to inflate the cost of the West <br />alternative when he crafted this comparison. <br /> <br />Additionally Mr. Gromberg .underestimated some East alternative property acquisition <br />co~ts by as much as 90% and provided the appearance these figures came from an <br />apbraiser when they did not. <br /> <br />It is obvious Mr. Gromberg's affiliation with the Economic Development Commission <br />ov&rshadows his judgment and ability to provide unbiased analytical data. Allowing a <br />staff member to package propaganda as analytical data undermines the integrity of all <br />staff members.
