To:~

Mayor Glen Hardin
Councilmember Carolyn Beahen
Councilmember Sheila Beyer
Councilmember Kenneth Peterson
coUncilmember Gerald Zimmerman
Ryan Schroeder, City Administrator
James Gromberg, Echonomic Development Commission
Planning Commission

May 2, 1995

From: Terry Hendriksen, Planning Commission

RE: Comprehensive Plan Update / David Bawden Memo

I would like to support Dave Bawden's comments of April 20, 1995 and add one point.

CoUncil sets policy. Commissions recommend policy. Staff recommends policy and
prOVides analytical data throughout the process. I support staffproviding
reCOmmendations when identified as opinion. However, I object to opinions being
prOVided under the guise of analytical data.

In Jim Gromberg's December 12, 1994 memorandum he compares the Economic
Deyelopment Commission's East alternative with a West alternative he created.
Gr~mberg's design differs significantly from that of the Planning Commission and would
~:~e more expensive to build. I believe it was his intention to inflate the cost of the West
alternative when he crafted this comparison.

Additionally Mr. Gromberg .underestimated some East alternative property acquisition
co~ts by as much as 90% and provided the appearance these figures came from an
apbraiser when they did not.

It is obvious Mr. Gromberg's affiliation with the Economic Development Commission
ov&rshadows his judgment and ability to provide unbiased analytical data. Allowing a
staff member to package propaganda as analytical data undermines the integrity of all
staff members. There is no reason to pay someone to collect analytical data when
co~ssion members must redo the research to determine the integrity of the information
behng provided.

I
I
I
I
I
I
!
I
I
I
I
I
I
I
I
I
I
I
I
