CoUncil sets policy. Commissions recommend policy. Staff recommends policy and prOVides analytical data throughout the process. I support staffproviding reCOmmendations when identified as opinion. However, I object to opinions being prOVided under the guise of analytical data. In Jim Gromberg's December 12, 1994 memorandum he compares the Economic Deyelopment Commission's East alternative with a West alternative he created. Gr~mberg's design differs significantly from that of the Planning Commission and would ~:~e more expensive to build. I believe it was his intention to inflate the cost of the West alternative when he crafted this comparison. Additionally Mr. Gromberg .underestimated some East alternative property acquisition co~ts by as much as 90% and provided the appearance these figures came from an apbraiser when they did not. It is obvious Mr. Gromberg's affiliation with the Economic Development Commission ov&rshadows his judgment and ability to provide unbiased analytical data. Allowing a staff member to package propaganda as analytical data undermines the integrity of all staff members. There is no reason to pay someone to collect analytical data when co~ssion members must redo the research to determine the integrity of the information behng provided. I I I I I I !
