I believe that Jim Gromberg found himself in the same situation referenced above. He
found himself havi~g to defend analyses that he did not entirely control. For instance, Jim
did prepare the inf~trnous financial data on several occasions. With each draft, I asked for
more information or a re-thinking of the focus of the various aspects of the memorandum.
By the time I felt i~: was in "public" form, it seemed that it would inflame the discussion
once again, needlessly.

At this point, I believe we have Council direction to amend the plan maps as approved by
Council. Afterward we will put together narrative that will also receive Council review
(and anyone else that Council directs should receive it). Council may wish to have another
public hearing at theft point. This amendment will not be forwarded to the Met Council until
after that point.

As you know, there will be ongoing discussions on Comprehensive Planning in this
community. If we are all here for the next round, I expect that will go much more
smoothly.

In any case, I would welcome any Council direction or advice.

Committee/Council Action:

Based upon discussion.

Reviewed by:

City Administrator
Finance Officer
City Engineer
Zoning Administrator
Public Works Supe ~m, isor
Park/Utilities SuperVisor
Economic Development Coordinator
Community Development Intern

Personnel: 05/09/95

[,
