A sufficient number of customer/employee parking spaces are provided. At the Planning
Commission meeting on May 2, the applicant noted an error on the site plan and indicated that in
addition to the equi~0ment storage area in the northwest corner of the site, the maneuvering areas on
the north and south sides of the maintenance building are proposed to be surfaced with a gravel
road base. The applicant has indicated that a bituminous surface around the maintenance building
would not hold up ~ the wear and tear of the substantial equipment to be serviced on the site. The
Planning Commission has recommended waiving the pavement and curbing requirements in these
equipment maneuvering areas. The site plan proposes bituminous curbing on the paved driveways
and the customer/~mployee parking areas; B-612 concrete curbing is required and the site plan
should be modifieqt, accordingly. The Planning Commission recommended requiring concrete
curbing at the entr"4n.~ ce from 147th Avenue N.W., allowing bitnmlnous curbing from that point up
to the office building parking area, and going back to concrete curbing around the parking area and
at the Ferret S~eet ~ntrance.

The floor plan fori the office structure shows an efficiency apartment on the second level. In
conversations with ihe applicant, Staff has learned that this is a matter of mislabelling and the room
is intended as an ergployee lunch room and lounge.
Because this is a ~ommercial development in excess of 5 acres, the grading and drainage plans
have been submitte&l to the Lower Rum River Water Management Organization (LRRWMO). The
WMO has approve~! a permit for the storm water system.

Recommendation:

The Planning Co~ission and City Staff recommend site plan approval with waivers to the
requirement for p~¥ement and curbing on the equipment maneuvering and storage areas and the
30% size restrictio~ on accessory buildings.

Council Action:

Motion to: ,
Approve/dbny the proposed site plan for Kenko, Inc. contingent upon compliance with
City Staff ~eview letter dated April 26, 1995 with a waiver to the pavement and curbing
requirement on the equipment maneuvering and storage area and providing City Staff with
a copy of tlie corrected site plan.

Review Checklist:
CC:

City Admirfistmtor
City Engineer

5~3~5
