The cross/rog proposal as it now stands includes approximately 100 <br />linear feet of fill an~ a 100 foot bridge span across the main portion of wetland 2-114, a double 84" <br />arch pipe at the nar~ ow cross/ng of2-114P, and a 100 foot bridge span across basirt 2-673W. <br /> <br />At this time the D~partment of Natural Resources is prepared to issue a permit for the above <br />~-eferenced crossingsiifthe City can adequately compensate for lost wetland values. Thc previously <br />proposed wetland e~cavation wSl not constitute adequate mitigation for the effects of tile lxoposed <br />road project. We have, however, identified an option that would be acceptable to the Departmen[ <br />and allow the road eross/ngs to proceed. <br /> <br />We suggest partial restoration ofl'dstoric water levels in wetland 2-114P through one or more ditch <br />blocks, The detailed design of any ditch block structure(s) will have to be worked out through a <br />series of site visits, ~urwey/ng the potmtial locations, modeling the impacts of the potential blocks <br />on water s~f~e elevations and flows,, and infommtional meetings for the affected landowners. The <br />DNR. Div/sion of Waters is prepared to assist the c/ty in completing this design process. <br /> <br />Since this has the pptential to be a very pos/five change to the wetland complex, ..~e Depm-tment is <br />volli~ to work co ~opMatively with the City by supplying surveying services, attending hfformafional <br />meetings, and perfbnning hydrologic analyses. <br /> <br />We believe that ~ mitigation will be welcomed by a majority, ffnot all oft_he riparian <br />landowners affected by any water level changes. The Department will be sensitive to any change <br />in flood damage p~tential caused by the restored water levels. At this time we have not <br />determined the appropriate elevations or exact location(s) for the ditch block(s).
