! <br />! <br /> <br />A POLICY FOR ADDRESSING THE FINANCIAL NEEDS OF THE CITY'S <br /> TRUNK TR~ANSPORTATION SYSTEM CAUSED BY DEVELOPMENT <br /> <br />Preamble <br /> <br />The City's designat{d Municipal State Aid System of roadways has evolved into a network of <br />collector streets thatldirect traffic to distribution points connecting with central trunk arteries such <br />as State and County, highways. While collector streets serve and benefit the entire community, <br />certain aspects of c4mstruction provide a more local impact upon a neighborhood and should be <br />borne by that specific area. Consequently, the financing of the MSA and arterial system <br />improvements as it ii~ caused by development should be uniform and equitable. <br /> <br />Policy <br /> <br />It shall be the policy_[of the City to collect from each new development an amount equal to $500 per <br />residential unit at l[he time the plat is released for recording and $1.50 per square foot of <br />commercial building space on commercial and industrial developments to be collected at the time <br />the building permit i~ issued. <br /> <br />Proceeds from the ~ansportation trunk fund may be used for construction of the collector road <br />system which shall include sidewalks, bikeways, trails, over-sizing the pavement strength, road <br />cross-section and nfl_ht-of-way requirement from minimum residential street standards to collector <br />road MSA standard~. The trunk fund may also be utilized for improvements to the State and <br />County arterial systein. <br /> <br />/ccr <br /> <br /> <br />
