Ebeling, City Engineer <br /> <br />COllectOr Streets Policy <br /> <br />October 7, 1985 <br /> <br />INTRODUCTION: <br /> <br />BACKGROUND-- <br /> <br />At the last meeting it was determined that staff should <br />take some of the general principles that came out of <br />the discussions and to compute some various combinations <br />using these ideas. This memo intends to present these <br />items. <br /> <br />At the 9126/85 meeting I.believe the following points <br />were made, by various Cogncil people. I also feel that <br />there was a general co~densus on these points: <br /> <br />We are probably not in a position to be able to use <br />our MSAS monies to help in collector street construc- <br />tion. <br /> <br />It w6uld probably in most instances be "cleaner" to <br />have the developer handle collector street construc- <br />tion. The developer would then be given credit <br />towards his .collector street fees and/or other fees. <br />Necessary fund transfers within the city would then <br />be made. <br /> <br />The permit fee and area charges should be balanced <br />to keep our permit fees'in line, but also to still <br />lessen the up-front impact to 4evetopers to the <br />greatest degree possible. <br /> <br />We should look at various combinations of the permit <br />fees and area charges to arrive at this balance. The <br />relationship between our building permit fees and <br />our competitor~s fees, is a necessary consideration <br />in striking this balance, <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br /> <br />My line of reasoning on establishing rates has been based <br />on the following parameters~ <br /> <br />* collector street costs of $100 per linear foot. <br /> <br />* Residential street costs of $44 per'linear foot. <br /> <br />* One-half mile collector street spacing. <br /> <br />* Net developable area equals 80% of gross area. <br /> <br /> I <br /> <br />I <br />I <br />I <br /> <br /> <br />
