I
I
I
I
I
I

AWARD BID

CASE # ~
FOR BOARDWALK CONSTRUCTION FOR LAKE ITASCA TRAIL
AND FOX PARK
BY: Beth Malaby, Community Development Intern

Background:

Included in the app'°red Lake Itasca Trail budget is the construction of a boardwalk to complete
the trail connectingito Autumn Heights Park and cause the linkage between three park districts.
[Lake Itasca, Ermige and Autumn Heights Districts]. Boardwalk construction has also been
proposed in the FoxiPark plan which was presented for approval in a previous case.

The impacted neighborhoods have had significant input into these boardwalk projects. We have
worked closely wi~h the Northfork developers and with representatives of the Homeowners
Association, and have surveyed the neighborhood to the east of the project regarding park
developments in thg Itasca area. Likewise, the Fox Park neighborhood has been extensively
contacted and invol,~ed in the process.

Request for Bids for construction of the two boardwalks were sent to contractors on April 17,
1995. The bid specifications included both 4' and 8' wide boardwalk segments. (One contractor
also included a 6' ~ide option.) Bids were opened on Tuesday, May 9, 1995. Two proposals
were received; fron~ Value Recreation and Flanagan Sales. Flanagan Sales is the apparent low
bidder as indicated q~n the attached bid comparison. The Park Commission reviewed these bids on
Thursday, May 11,[ 1995, and recommended awarding the contract for the construction of the
boardwalks to Flan~gan Sales.

Observations:

It is clear that Flan~gan Sales is the lower bidder. While Value Recreation claims a much longer
lifespan for their product (40 years vs. 20 years), they do not warrant their product for five years,
as Flanagan Sales does. Flanagan Sales also offers free inspection of the project for the first two
years.

L~¢ Itasca Tr~l

The budget report aS of March 31, 1995, for the Lake Itasca Trail is attached. The ledger indicates
$103,845 available ~for completion of this project, which includes additional bituminous sections
and the proposed bOardwalk. The bituminous segments of the trail, comprising approximately
1900 linear feet, wiI~ require approximately $12,000 of the available funds (as per quotes received
by staff in October !994). The remaining $91,445 would be available for the boardwalk and other
costs associated wikh the completion of the trail. As the attached price comparison indicates,
$85,561 of this amount would be required to construct the 8' wide option for the 1300' wetland
crossing (per the Fl~nagan Sales bid). The remaining dollars will be available for other costs and
as a contingency.

Fgx Park

Included in the Fox iPark Budget, presented in the previous case, is approximately $21,000 for the
construction of the lpoardwalk during 1995. It is estimated that, based on measures obtained from
an aerial map, the ~.~ost to install the boardwalk would be around $20,234.
