I
I
I
I
I
I
I
I
I
I

INTRODUCTION

The feasibility study for this project was petitioned for by the landowner, Fox Development
Company and the d6~eloper, Residential Development, Inc. The project received preliminary plat
approval from the ?lanning Commission at their meeting on April 4, 1995, and from the City
Council at their meq~ting on April 25, 1995. This report is to examine the feasibility of the project,
the estimated cost a~d the apparent assessments, for the extension of municipal utilities and streets
for the proposed deq, elopment. Appendix A contains an exhibit illustrating the project area. The
municipal improvenients anticipated by this project include sanitary sewer, watermain, storm sewer
and bituminous stre6ts.

DESCRIPTION OF EXISTING CONDITIONS

The project area li~ adjacent to the westerly end of the Haubrich Addition, at the west end of
existing 151st Lanei The total project area is approximately 24 acres in size. Of this total area,
approximately 9.5 ~res is developable, with the remaining 14.5 acres being wetland or County
ditch, with a small!portion within the wetlands being higher ground suitable in width for an
extension of the par~' trail system. Wetlands exist all around the developable area of the project
except where it is adjacent to the Haubrich Addition.

The existing developable area topography contains two ridge lines with approximately 14 feet of
overall vertical relie! The site contains meadow type grasses and there are scattered red and white
oaks over the major ty of the site. Currently 151st Lane ends just east of the easterly boundary of
the Fox Knoll Deve .opment. Municipal sanitary sewer and watermain utilities do not currently
exist adjacent to tlie property, however, they are anticipated to be brought to the site by
Improvement g95-1~ which provides for the construction of trunk sanitary sewer and watermain
through the Ramsey~lementary School property.

DESCRIPTION OF IMPROVEMENTS

Complete municipal, improvements, including streets and utilities, are proposed to be extended to
22 lots developed Mth the Fox Knoll Project. Sanitary sewer service is provided to the project at
the southwest corne~ by a proposed trunk sanitary sewer line to be constructed with Improvement
Project #95-13. All!sanitary sewer lateral pipes within the development are 8 inches in diameter,
and the sewer line W~ill be constructed deep enough to service the Haubrich Addition. Each of the
22 proposed lots will. receive a four inch sanitary sewer service stub.

Watermain service will be provided by an extension of a proposed 12-inch trunk line in 151st
Lane. This 12-inch trunk line will be constructed to the easterly boundary of the Fox Knoll
Development with Irhprovement Project g95-13. The trunk line will be extended westerly from the
151st Lane cul-de-s~'c across the County ditch for extension in the future. Quicksilver Street will
include the constmc[ion of a 6-inch lateral line. All of the 22 proposed lots will receive a 1-inch
service stub.

Storm sewer system [improvements include a catch basin and pipe extending from each of the two
cul-de-sac bulbs in 1~51st Lane and Quicksilver Street. Each pipe will outlet into water treatment
ponds prior to releasing the water into the adjacent wetland area.

Proposed street imp, tovements are the standard 30-foot-wide City street with bituminous paving
and surmountable cOS~crete curb and gutter. The proposed street construction will also include the
removal of the existing cul-de-sac bulb at the west end of the Haubrich Addition to provide for
street continuity. Street lights will also be installed within the subdivision.
