It is staffs opinion that the <br />proposed developme~at presents no adverse impacts to surrounding uses and has not notified any of <br />the adjacent prope~ owners of the pending development. <br /> <br />Observations: <br /> <br />The office building i~; designed to front Armstrong Blvd. but access would be derived from 147th <br />Avenue and Ferret S~reet. <br /> <br />The office structure Is a 2-story, 2,200 square foot building proposed to be constructed of rock or <br />broken face concret~ block. The maintenance building is 6,000 square feet with a 750 square foot <br />mezzanine Ievel andes proposed to be constructed of pre-cast concrete panels. The buildings meet <br />City Code requirements for architectural standards. However, accessory buildings are restricted to <br />30% of the floor ar'ga of the principal structure. If we consider the office accessory to the <br />maintenance activi~ on the site, then the office structure would be restricted to an area of 1,800 <br />square feet. In lieu ~)f the substantial improvements proposed to the site, staff and the Planning <br />Commission are rec~am~ending that the 30% size restriction on the office building be waived. <br /> <br />The buildings meet ~e structure setback requkements from Armstrong Blvd., 147th Avenue and <br />Ferret Street. AlthoUgh the maintenance building would only be subject to a 10 foot rear yard <br />setback along Ferret~ Street because the site is designed to front Armstrong Blvd., the Planning <br />Commission expressed concern that the City Staff Review Letter indicated that the maintenance <br />building also meets a~ 40 foot setback along the Ferret Street property line. Staff only mentioned <br />the fact that the buil~ling can also meet a 40 foot setback along Ferret Street as a plus for the <br />development to be ebmpafible with other development that might occur on Ferret Street and no <br />relocation of the structure is require& <br /> <br />The site will be serv~ by on-site septic and well. <br /> <br />Section 9.11.09 of the City Code requires a landscaped area along all streets and outside storage <br />must be screened from the public right-of-way. The site plan proposes a landscaped four foot <br />berm along Armstror~g Blvd. that wraps around the northeast comer of the site to screen equipment <br />storage from traffic t~velling south on Armstrong Blvd. Screening consisting of a combination of <br />fencing and trees is ~roposed to screen equipment storage from 147th Avenue, Ferret Street, the <br />driveway to the offic~ building, and the adjacent lot to the east. <br /> <br /> <br />
