Councilmember introduced the following resolution and moved for its adoption: I I I I I I I I I I RESOLUTION g95-06- RESOLUTION ESTABLISHING CITY OF RAMSEY'S DESIRE TO CONTINUE PARTICIPATIONi IN THE 1996 - 1998 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME PROGRAMS WHEREAS~ since 1982; and WHEREASi; three-year cycles; and the City of Ramsey has continuously participated in the CDBG Program the CDBG Program is administered through HUD and Anoka County on WHEREASi HUD requires Anoka County to give communities an opportunity to "opt- out" of the Anoka Cc~unty CDBG Program at the beginning of each three-year cycle; and WHEREASi it is in the City's best interest to have its population counted together with other municipalities Df Anoka County as a determinant of the amount of resources which may be made available to A .rtoka County under Title I of the Housing and Community Development Act of 1974, as amended; arid WHEREAS~ HUD ~s also requiring that the Joint Cooperation Agreement between Anoka County and ~e City of Ramsey for the CDBG Program be amended to also include the HOME Program; and WHEREAS, HOME is a Federal program in partnership with state and local governments, the intent of which is to expand the supply of decent, safe, sanitary and affordable housing, primarily Sntal housing; to strengthen the abilities of state and local governments to provide housing; toi assure that federal housing services, financing and other investments are provided to state an~l local governments in a coordinated, supportive fashion; and to expand the capacity of nonprofi~commtmity-based housing development organizations. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, A~OKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City of Ramsey hereby establishes its support of and participation in the 1996- 1998 CDBGiand HOME Program. 2) That the Ramsey City Council authorizes the City Administrator and/or Mayor to sign on behalf of thq City any necessary joint powers agreements and amendments necessary to effectuate th~ continuation of the City of Ramsey in the 1996-1998 CDBG Program and the HOME Program. The motion for the ~tdoption of the foregoing resolution was duly seconded by Councilmember and d.'pon vote being taken thereon, the following voted in favor thereof. and the following voted against the same: and the following abstained: and the following wire absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 13th day of Jund_ 1995.
