Another possibility would be to replat the entire area with lot and block legal descriptions and <br /> clarify some property ownership issues such as small parcels of land that appear to benefit no one. <br /> <br /> Commissioner Stafki asked if these businesses are in compliance with City Code for the <br /> corranercial/indu stfial area. ,, <br /> Mr. Gromberg replied that they were and that many have "Grandfather rights for their current <br /> use~. Most recent City Code has required that by 1997, all of the businesses along Highway #10 <br /> have paved parking areas, curbing and gutter. Those things in essence have since had clause on <br /> the ~grandfather rights. This may change dramatically if we work with these businesses in a <br /> redevelopment program for this area. <br /> <br /> Commissioner Kent stated that many 6f these businesses may not be the highest and best uses for <br /> theSe properties. If they are not the highest and best use, perhaps we should encourage through <br /> the i'edevelopment program that they may want to relocate or become the highest and best use. <br /> <br /> After some discussion, the following recommendations were made to begin this process: Inquire <br /> from Mn/DOT as to their plan to encourage closure of private accesses onto Highway #10 and <br /> whether or not they offer financial assistance programs for construction of access relocation; <br /> determine the average cost for driveways and/or parking areas, including curbing; determine cost <br /> of platting this area. Using this information, a plan could then be formulated. <br /> <br /> Thi~ item will be further discussed on a subsequent EDC agenda. <br /> ADJOURNMENT <br /> MOtion by Commissioner Nelson and seconded by Commissioner Kent to adjourn the meeting of <br /> the Economic Development Commission. <br /> <br /> MOtion carried.
