Mr. Donnelly stated that people are paying more money for property overlooking water;, !however, he will review their property. Danny Goepfert, 760t - 163rd Lane N.W., Ramsey, stated that his value went up almost $8,000 with no major improvements. He felt that with these large increases, people will be forced to move out of the City. iMr. Donnelty informed Mr. Goepfert that he had been previously under-assessed which is why his value went up more than the average. He reported that he would be out to review ~Mr. Goepfert's property this summer and inquired if Mr. Goepfert didn't feel that his !property was worth $95,900. :Mr. Goepfert felt that the increase was way out of line. :Mr. Thurston explained that the value listed was as of January 2 and that the sales taken 5nto consideration happen from October 1993 through September 1994. He added that it's ;been a very active market and he has seen tremendous escalation. Mr. Goepfert commented that if the market goes backward, his value will not decrease. Mr. Thurston stated he has never really seen the market move backward; decreases in residential properties would be reflected if that should happen. Mr. Goepfert inquired about a cap on increases. :Mr. Thurston stated that a property can only increase by 10 percent a year, excluding any :new construction. Mr. Goepfert stated he would think about whether or not he wants his property reviewed iand will call the County if he decides he wants it done. :A.C. Del Howe, 16471 Sapphire Street N.W., Ramsey, stated he has been reviewing his ipaper work for the last 10 years and his property valuation has gone up significantly; at ~least 10 percent in the last year. He stated this is the first year he can remember not getting ~stuck in his driveway and he would accept cash for his home right now. !Mr. Donnelly explained that he is scheduled to evaluate that property in June or July and ~quesfioned if the owner didn't feel he would get $89,000 for it if he put it on the market. Mr. Howe stated that most of his property is not buildable ~Mr. Donnelly stated that the property valuation went from $81,900 to $89,500, which is an ~8.6 percent increase. He scheduled an appointment to review the property. ~City Administrator Schroeder stated there are a couple of commercial owners appealing ~their assessment; one is Waste Management and the other is AmCor Concrete. ~Mr. Thurston reported that they had just settled the tax position with AmCor. Some errors ~were found and they have been corrected. (Mr. Schroeder inquired how the Assessing Department looks at Waste Management's (property.
