He thanked Council for the time to voice his concerns. City Attorney GoOdrich expressed a concern about liability issues in closing a road. Councilmember peterson stated that part of the problem is that Bison Street does not go through. He add6d he is curious to know what it would cost to get that through. Councilmember Zimmerman expressed an interest in what was actually approved when Dellwood Hills ~as granted final plat. Motion by Counoilmember Peterson and seconded by Councilmember Beahen to table this issue until the City Attorney has a chance to check into liability issues. Motion carried. Case 419: Report from Personnel Committee City AdministratOr Schroeder reported that the Personnel Committee had authorized filling the Finance Dep~tment vacancy with the position of Senior Accountant and that the posting/advertisef~ent be amended as it relates to supervisor. Motion by Coune, ilmember Beyer and seconded by Councilmember Beahen to ratify the motion of the Per~;onnel Committee and to direct Staff to proceed with the hiring process of the Senior Accoufitant position. Mr. Schroeder reported that the Personnel Committee discussed the oppOrtunities presented by the Senior Act:ountant position and decided to postpone filling of the Assistant to the City AdministratOr vacancy until after the Finance position is filled. No action is required on this item. ~ Mr. Schroeder informed Council that, following a discussion relating to a reimbursement for education polity, the Committee tabled it and will discuss it again at their next meeting. Mr. Schroeder stated that another issue discussed at the Personnel Committee level was a Joint and Cooperative Agreement for Use of Fire Personnel and Equipment between the Governing Bodies in Anoka County. Motion by MayOr Hardin and seconded by Councilmember Beyer to authorize the City Administrator to !sign the Joint and Cooperative Agreement for Use of Fire Personnel and Equipment betwe-~gn the Governing Bodies in Anoka County. Case 4110: ~ ' D~scuss~on of Moratorium on Expansion of Sanitary Sewer; Request of Ramsey Resident(s) City Attorney GOodrich stated that with regard to a moratorium on expansion of the sanitary sewer, the State Statutes reads that the City does have the option to adopt an interim ordinancb for all or part of the City for a period of one year for the purpose of protecting planniiag.
