Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #95 -06 <br />RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT TO EXPAND A CHURCH <br />FACILITY IN THE R -1 RURAL RESIDENTIAL DISTRICT <br />WHEREAS, Randy D. Barrows, Pastor of Grace Community Bible Church, hereinafter <br />referred to as "Applicant ", has properly applied for a conditional use permit to expand the church <br />facility on the property generally known as 6341 167th Avenue N.W. and legally described as <br />follows: <br />The west 396 feet of the Northwest Quarter cf the Southwest Quarter of Section 11, <br />Township 32, Range 25, Anoka County, Minnesota <br />(the "Subject Property "). <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 9.03.04 (conditional use permits) on June 6, 1995, and that said public hearing <br />was properly advertised and that the minutes of said public hearing are hereby incorporated <br />by reference. <br />2. That the Subject Property is approximately 12 acres in size. <br />3. That the Subject Property is zoned R -1 Rural Residential for which churches are not a <br />permitted use. <br />4. That the Subject Property was issued a conditional use permit in 1983 for the establishment <br />of Grace Community Bible Church. <br />5. - That on March 26, 1991, the City of Ramsey issued a conditional use permit to the Subject <br />Property for the establishment of a parsonage on the site. <br />6. That the surrounding properties are also zoned R -1 Rural Residential. <br />7. That Section 9.03.04 of the Ramsey City Code requires issuance of an additional <br />conditional use permit for an expansion of a conditional use. <br />8. That the Applicant is proposing to expand the church facility to include a 3,600 square foot <br />activity room. <br />9. That the proposed recreational activity area will be an addition and a part of the existing <br />church structure on the property. <br />10. That the proposed addition is not proposed to accommodate an increase in church <br />membership but rather provide an indoor recreational activity area for the existing <br />membership. <br />11. ' That the exterior facing finish on the addition is proposed to consist of cedar siding and <br />asphalt shingle roof to match the existing structure on the property. <br />
