operating budget according to the following formula: <br />= the party's percentage share <br />of the Organization budget. <br />PA <br />= party's area within the <br />watershed area. <br />WA <br />= watershed <br />organization <br />area. <br />PV = party "s valuation within the watershed area. <br />WV = watershed organization's valuation. <br />Subdivision 4 - Review Services When the Organization is <br />authorized or requested to undertake a review and submit <br />recommendationt to an applicant as provided in this Agreement, <br />the Organization shall conduct such review, without charge, <br />except as provided below. Where the project size and complexity <br />of review are 4eemed by the Organization to be substantial, the <br />Organization m-�y charge a fee for such review services, the <br />amount to be bused upon direct and indirect costs attributable to <br />' that portion olf review services determined by the Organization to <br />be substantial;. Where the Organization determines that a fee <br />will be charged for substantial review services, the applicant to <br />be charged shall receive written notice from the Organization of <br />the services to be erformed and the fee therefor, prior to <br />P � F <br />' undertaking s�ch review services. Prior to undertaking such <br />review, the applicant'shall pay the review fee. <br />3.8 Annul Accounts The Organization shall make a full <br />' and complete financial accounting and report to each party <br />annually.
