The Organization is further authorized to undertake capital <br />improvement projects within the Area when such projects are <br />ratified by each party to this Agreement. When the Organization <br />determines to undertake such a project, the costs of such project <br />shall be the obligation of the Organization and not of the <br />parties to this'Agreement. Withdrawal of any party may be accomplished by filing <br />written notice with the Organization and other parties sixty (60) <br />days prior to the effective date of the withdrawal.
