1 <br />ROAD AND BRIDGE COMMITTEE <br />' CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />1 The Ramsey Rohd and Bridge Committee conducted a regular meeting on Tuesday, April <br />25, 1995, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br />Members Present: Councilmember Carolyn Beahen <br />Councilmember Gerald Zimmerman <br />Also Present: City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Finance Officer Jessie Hart <br />' CALL TO ORIDER <br />' <br />Councilmember,Zimmerman called the regular meeting of the Road and Bridge Committee <br />to order at 5:30 P.m. <br />1 <br />CITIZEN INPUT <br />None. <br />' <br />APPROVE AGENDA <br />Consensus was to approve the case titles as presented but to discuss them in a different <br />' <br />order. <br />COMMITTEES BUSINESS <br />' <br />Case #3: Transportation Impact Fees <br />City Engineer Jowski stated that there are a couple of different ways to implement a <br />' <br />transportation i pact fee. One way is to negotiate through development agreements; <br />however, one of'the disadvantages of doing that is you may have one development paying <br />for the entire i�pact of the other developments. The advantage of an impact fee is a <br />uniform charge. There are not a lot of communities using impact fees. You may have <br />' <br />some improvements that would be difficult to determine which subdivision would most <br />benefit. <br />1 <br />Councilmembers Zimmerman and Beahen felt that the City should implement an impact fee. <br />City Administr or Schroeder stated it would be good to have Council pass it as a policy <br />.tor <br />and come back aft ordinance subsequent to that policy. He inquired if the Committee <br />1 <br />would desire th t a fee be charged up front to the developer or to asses it to individual <br />property owners: <br />' <br />Councilmember Beahen inquired if impact fees would pertain only to new development. <br />Mr. Jankowski rep lied that it would. <br />1 <br />' Road and Bridge Committee /April 25, 1995 <br />Page 1 of 4 99 <br />
