Mayor Hardin thanked the residents and developers for their comments and added that
' these are not eask issues to deal with.
Case #7: Request for Final Plat Approval of River's Bend 4th Addition;
' C of Rick Foster and Art Raudio, R.F. Development
Zoning Adminis for Frolik stated that the approved preliminary plat for River's Bend 3rd
' Addition consis d of 32 single - family lots and eight commercial lots. The final plat for
River's Bend 3i+d Addition platted the first 17 residential lots. The applicants have
submitted a requost for final plat approval of the second phase of the plat, which consists of
' the remaining 11 single family lots. The residential lots are in the Scenic River Overlay
District for whic4 the minimum lot size is 12,150 square feet. Some of the lots do not meet
this minimum airea requirement on an individual basis but overall, the density of the
residential lots exceeds one per 12,150 square feet, which was acceptable to the Department
' of Natural Reso4rces (DNR) at the time of preliminary plat approval. However, the depth
dimensions of tl a lots on the cul -de -sacs is such that it somewhat restricts the style of
homes that can bt built on the lots while meeting the minimum setback requirements. City
' Staff s initial inclination was to reduce the radii of the cul -de -sacs to 50 feet, however, this
would have beer a time consuming and costly correction to the final plat. To achieve the
same result at legs expense and time, City Staff is recommending that a 10 -foot variance to
' the front yard setback be granted to Lots 1, 2, 3, 4, 9, 10, 11, and 12 in order to provide
more flexibility s to the style of home that can be constructed on those lots. Ms. Frolik
added that, wit h, respect to park dedication, there is an agreement between the City of
Ramsey and Ramsey Center Partnership, dated January 10, 1980, that exempts this
' particular property from a park dedication in lieu of property donated to the City and
Council for various purposes. The development agreement will require the developer to
install a 2 -inch diameter tree on every lot. City Staff is recommending final plat approval.
Mr. Rick Foster Af R.F. Development stated that they essentially agree with everything,
with some slight modifications.
Ms. Frolik stated, those are housekeeping issues.
Mr. Art Raudio, of R.F. Development commented on the verbiage in Staffs report
pertaining to Hig' way #47 being done in 1996.
City Engineer Jahkowski stated that reviewing Highway #47 was discussed at the Road
and Bridge Committee meeting, and part of that affects River's Bend 4th Addition. The
action was to pu#sue working with Anoka County and MnDOT and identify the scope of
the study.
Mr. Raudio stated he has been waiting for 15 years for work to be done on Highway #47.
He added he willdo what is needed, but inquired why wait until 1996.
City Administrator Schroeder stated that when the Engineer wrote the letter, he was not
sure of Council's !decision; however, it appears they want something done in 1995.
Councilmember 13eyer inquired of the developers if they were in agreement with the trail
requirement.
Mr. Foster stated it is acceptable. We are providing land for it - we are happy with the
agreement.
City Council /April 25, 1995 51
