1 <br />' City Administra>r Schroeder stated that earlier this evening, Council gave final approval to <br />the Ramsey Bu _iness 95 subdivision. This subdivision was created for the proposed <br />facilities that the City Council gave tentative approval to at the March 28, 1995 Council <br />meeting. In con unction with these proposed developments, the City will need to sell the <br />properties to prospective firms for their site development. Our Charter currently requires <br />that an ordinance is passed prior to sale of any City -owned property. Such ordinance is <br />before you for inuction. <br />' Motion by Coun�ilmember Peterson and seconded by Councilmember Beahen to introduce <br />an ordinance au orizing sale of Lot 1, Block 1, Ramsey Business Park 95, Lot 1, Block <br />2, Ramsey Busi ress park and Lot 2, Block 2, Ramsey Business Park 95. <br />Motion carried. Noting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer <br />and Zimmerman: Voting No: None. <br />f <br />Case #12: North Metro Mayors Membership <br />' City Administr r or Schroeder reminded Council that at the last meeting, Mr. Elwyn <br />Tinklenberg, M yor of Blaine, was present to request Ramsey membership in the North <br />Metro Mayors A sociation (NMMA). If Council determines to join the NMMA, it would . <br />' require an allocation from contingency of $3,565. <br />Motion by Coun` ilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution #95 - 082 amending budget and allocating $3,565 to join the North Metro <br />' Mayors Associa ,on. <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen <br />and Peterson. V�' ting No: None. <br />Case #10: Tf ee Conservation Policy Process <br />' Parks/Utilities S I pervisor Boos explained that the purpose of this case is to receive Council <br />affirmation and direction on the interim tree conservation policy process. This subject has <br />been addressed 1 y the City Council, Park and Recreation Commission, and frequent <br />' developers in tht City of Ramsey. Tree issues continue to be sorted out due to mutual <br />agreement between the Commissions, City Staff, and developers. City Council then has <br />approved the terms via the development agreement. Mr. Boos listed the following issues <br />' that are recommended and they have been negotiated between the developers, Commissions <br />and City Staff :) Requiring the minimum equivalent of one 2" front yard tree for each <br />new lot created; !) Significant individual trees and stands of trees to be identified on the <br />' grading plan for rotection consideration; 3) Common bury for the utilities in the road <br />right -of -way; an 4) Encouraging builders to protect saved trees on individual lots with <br />fencing. He stat , that City Staff is requesting ratification of these particular elements in <br />working with the (developers toward a mutual agreement. These elements have been agreed <br />' to by developers.ff <br />Motion by Coun�ilmember Zimmerman and seconded by Councilmember Beyer to table <br />any action on thigissue until a second meeting has been held with the developer. <br />Further discussio#t: Mr. Boos explained that the four items have been met with virtually no <br />resistance from developers. Councilmember Peterson inquired if we are presently <br />' enforcing this p icy to which Mr. Boos replied, with regard to the front yard trees, yes. <br />Councilmemberl,eterson expressed concern that policies are being enforced before Council <br />has voted on ther�t.
