Councilmember Peterson stated "we should offer responses to comments. I feel they are
political comments - all three ".
Councilmember Beyer responded "that aside, changes have been made ".
Councilmember Peterson stated "they do not like the outcome of how it turned out. We
need to answer to cost overrun. I do not know if I am willing to pay $2,000 or $5,000 for
someone to tell us good judgement was not used".
Councilmember Zimmerman inquired if there are professional people who do this kind of
thing.
Mr. Schroeder replied that it was suggested that the County Attorney may have some
names of people who do this, perhaps the League does as well.
Councilmember Beyer felt that sweeping this "under the carpet" and saying it's politically
motivated would be suicide.
- Councilmember Zimmerman suggested that a lot of this could have been avoided if we
could have gotten together to "iron it out ".
Mayor Hardin stated that there were joint meetings held.
Councilmember Beyer voiced that there were not enough of them.
Councilmember Peterson commented that there could never be enough meetings for these
people.
Councilmember Beyer stated that the Economic Development Commission was to address
the residential versus non- residential part of the plan only. However, somewhere after
that, they were making recommendations on the bridge location. According to the City
Code, the EDC is supposed to act in the fashion of a chamber of commerce. They should
not have been in this area of the plan - it got carried away.
Councilmember Peterson agreed that maybe they did get involved more than they should
have but questioned spending money on a private investigator.
Mayor Hardin agreed with Councilmember Peterson about the private investigator. He
added that the Planning Commission was given a direction to do certain things. It was,
however, suggested that the EDC look at land uses. We need to respond to the memos but
to drag this on and through the mud will not serve any purpose. It will not change the
outcome of anything - it is not necessary.
Councilmember Zimmerman inquired who gave the EDC such a direction.
Councilmember Beyer replied that such direction was suggested by Councilmember
Peterson. She reiterated that they should have only been concerned with residential versus
non - residential.
Councilmember Peterson stated that the concerns of the Planning Commission members are
that only the Planning Commission could talk about the bridge. We, as a Council, can take
input from anyone we want to.
bc; City Council /May 10, 1995
