Councilmember',, Peterson stated it has been insinuated that staff has been paid off to make <br />' sure the bridge jcrosses somewhere and it's been said by one of these three commission <br />members. <br />f <br />CouncilmembeOrnmerman stated that's up to them if they want to bring them to charges. <br />' Councilmember�f Peterson, for clarity, stated charges only as they relate to Mr. Gromberg <br />and the comprehensive plan, not anything to do with code enforcement. <br />Councilmember Beyer agreed that it would be strictly dealing with the comprehensive plan. <br />f <br />' CouncilmemberPimmerman commented that it would not be on the outcome of the plan but <br />the stages of ho it progressed. <br />Councilmembez}Beyer read Mr. Bawden's statement which says "I can understand that all <br />' may not be satisped with recommendations that are made, but I don't think that it is staff s <br />place to have th f ir own agenda and pursue this agenda through the City's commissions. <br />Mayor Hardin i `quired of Mr. Schroeder how often during the information gathering time <br />' for the comprehensive plan, he (Schroeder) conversed with staff about different aspects of <br />the plan. <br />' Mr. Schroeder , that perhaps, in the last year, as the comprehensive plan had an issue <br />that needed to a discussed, it would be discussed - so probably weeks. If staff was <br />working on pie es of information and were not sure how to approach the questions, it <br />' would be additi nal conversation. <br />Mayor Hardin a$ked Mr. Schroeder if he would say he has given direction to staff weekly <br />and sometimes daily. <br />Mr. Schroeder replied yes, from time to time. <br />' Mayor Hardin irfquired if Mr. Schroeder had seen all the material from Mr. Gromberg. <br />Mr. Schroeder replied yes, he had seen it all. <br />Motion by Coun ihnember Beyer and seconded by Councilmember Peterson to direct Staff <br />to contact the P anning Commission, Economic Development Commission and the Park <br />' and Recreation mmission to request their questions and concerns in writing regarding <br />the comprehensi a plan calendar process, to date. <br />Further discussion: Councilmember Peterson stated he thinks the comments have to be <br />' regarding Mr. Gromberg specifically. Mr. Schroeder commented that when it comes right <br />down to it, the c nsultants were in charge of the process. They would take direction from <br />the commission Staff was involved for the most part as a sitting member at the table <br />when the consultants were running the meeting. How staff would respond is - often the <br />' consultants would contact staff and confirm what direction was received from the <br />commissions. from time to time, staff would provide some supporting documents for <br />' consultant's presentation. The difficulty, as it relates to the comprehensive plan and staff, <br />is staff found itself looking like it had a preference for bridge issues. There was a concern <br />that pieces of the plan were biased and one member of staff did not handle himself <br />professionally. Gromberg had very little input into the process itself other than as a <br />' liaison for the E C. He was not a player to any great degree at the Planning Commission <br />meetings.
