I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Plat/ning Commission conducted a public hearing on Tuesday, June 6, 1995 at the <br />Ramsey Municipfil Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a request for a conditional use permit for grading soils; case of North Fork, Inc. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Charles LaDue <br />Commissioner Bradley Thorud <br /> <br />Members Absent: <br /> <br />Commissioner Paul Holland <br />Commissioner Michael Terry <br /> <br />Also Present: <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:44 p.m. <br />PRESENTATION <br /> <br />Zoning Administrator Frolik reported that the City has received an application from North Fork, <br />Inc. to grade soils on Lots 5, 6, 7 and 8, Block 2, Northfork Links Addition in order to create <br />walkout building sites. <br /> <br />Dennis Peck, Director of Development for North Fork, Inc., advised that North Fork owns Lots 6, <br />7 and 8, however,. Charles Vashaw owns Lot 5 and he is unsure of Mr. Vashaw's position on this <br />matter. Mr. Pecl~ stated that the lot placement has been approved through North Fork but not <br />through the Nortlifork Homeowner's Association architectural review committee (comprised of <br />residents). Mr. P~ck stated there is no problem constructing driveways with more than 8% slope, <br />however they wguld comply with City Staff's recommendation. With regards to drainage <br />concerns, Mr. Peek stated his engineer insists that the grade of the rear of the lots is 1.1 feet above <br />Andrie Street. He, inquired if that, in fact, is the case, whether there were still drainage concerns. <br /> <br />City Engineer Jankowski conf'n'med that there still were concerns of flooding of the rear of the lots. <br /> <br />Mr. Peck felt that, if everything else was acceptable to the Planning Commission, they would be <br />able to work out[some plan to address the City Engineer's concerns. He also addressed the <br />neighbors concerfis regarding aesthetics, and he stated that the homes on these lots would be set <br />back 80 to 100 feett to remain consistent with the homes on the lots immediately north and south of <br />these properties. <br /> <br />CITIZEN INPUT <br /> <br />Larry Koshak, 15700 St. Andrew's Lane N.W. - strongly objected to the mining permit. He <br />stated that when fie moved in, he assumed and was shown the potential for those lots would be <br />built at no higher than 4 feet; now they want 7 feet.
