Commissioner Deemer recounted that when this property was rezoned, car washes were eliminated <br />from the permitted uses. <br /> <br />Ms. Frolik stated[ she interpreted the permitted uses as the principal use; this car wash is an <br />accessory use. <br /> <br />Commissioner De~emer stated that wasn't his interpretation, and he thinks this request needs a <br />conditional use peri'nit. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to recommend that <br />City Council gran~ site plan approval to SuperAmerica based upon discussion and contingent upon <br />compliance with de City Staff Review Letter dated June 1, 1995. <br /> <br />Motion carded. Absent: Commissioners Holland and Terry. <br /> <br />Case #11: <br /> <br />Re~luest for Site Plan Review of a Multi-Tenant Retail Facility; Case <br />of North Lake Properties <br /> <br />Zoning Administra, tor Frolik stated that Wayne Johnson of North Lake Properties requests site plan <br />review to develop an 18,714 square foot multi-tenant retail facility on T.H. #10 just west of Deal <br />Industrial Park. The facility is proposed to have access to T.H. #10 from a deteriorating <br />bituminous access.' located just 40 feet west of the proposed Deal site access. Staff recommends <br />that the access bo from the Deal site access which lines up with the median cut between the <br />northbound and s6. uthbound lanes of T.H. #10. Staff also recommends that the deteriorating area <br />shown as service ~'oad across the front of the property be improved with new pavement, concrete <br />curb and gutter. The front 17.5 feet of property on T.H. #10 is to be void of any use, and the site <br />plan shows an existing service road easement as the only use of that front clear zone. Staff <br />supports this encroachment in order to preserve a corridor along the north side of the property in <br />the event a servic~e road is developed in the future. The proposed structure meets the required <br />setbacks. On the ~basis of retail activity, a minimum of 47 parking spaces would be required, and <br />the site plan proposes 72. The proposal is in compliance with the 35% lot coverage restriction. It <br />was noted that theisite plan should be modified to include proposed exterior lighting, landscaping <br />and screened wastb storage. <br /> <br />Wayne Johnson cfi North Lake Properties explained that they originally wanted to put a larger <br />building on the sits but the setbacks discouraged such. They reduced the size so both sides of the <br />building could be accessed in order to accommodate smaller tenants. He advised that the seller has <br />requested a 60-forint private easement along the east side for a possible access to T.H. gl0 from the <br />north. He stated that the plan would be modified with regard to waste storage. He reported that <br />his only concern ig for the extra cost for curb and gutter on T.H. #10, but he agreed that "it clearly <br />needs to be done." <br /> <br />Ross Abel of Hak.anson Anderson Assoc., Inc. outlined the landscaping plan and also described <br />the curb and gutte~ for the service road. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council approve tt~e proposed site plan for North Lake Properties multi-tenant retail facility based <br />upon discussion arid contingent upon compliance with City Staff Review Letter dated June 1, 1995 <br />and any recommendations from Mn/DOT. <br /> <br />Further Discussion: The Commission inquired about the drainage plan, and Mr. Johnson <br />explained that the eastern half of the development will drain eastward into a detention pond which <br />would be an enlargement of the Deal site detention pond, and the western half will drain southward <br />to a second detention pond located in the southwest corner of the site.
