INTRODUCTION <br /> <br /> The City has received a petition from Polka Dot Dairy for the development of an approximate 6.4 <br /> acre parcel location on the northwest corner of the intersection of County Road gl 16 and Trunk <br /> Highway g47. The property is proposed to be developed into three lots. The southernmost will be <br /> utilized for a Super America service station. A petition for the extension for sewer and water <br /> improvements to this property was received by the City Council on May 23, 1995. This report is <br /> intended to examine the feasibility of the project, determine the estimated costs and assessments for <br /> the extension of municipal sewer and water utilities. Appendix A contains an exhibit illustrating <br /> the project area. <br /> <br /> DESCRIPTION OF EXISTING CONDITIONS <br /> <br />· ThE parcel proposed for the improvement is located on the northwest comer of Trunk Highway <br />#47 and County Road #I 16. At the present time, water is available a distance of 350 feet north of <br />the'site within the right-of-way of 142nd Avenue. Sanitary sewer is available a distance of <br />approximately 250 feet east of Trunk Highway ~7 through the rear of the Rivers Bend Plaza mall. <br /> <br /> DESCRIPTION OF IMPltOVEMENTS <br /> <br /> It i! proposed to extend the watermain southward along the western right-of-way of Trunk <br /> Highway g47 for a distance of approximately 1,100 feet to the northwestern corner of the <br /> intersection of County Road #116 and Trunk Highway #47. Sanitary sewer will be extended to <br /> the!subject parcel from an existing manhole located 250 feet east of Trunk Highway #47. The <br /> sewer will be extended westward and jacked under Trunk Highway #47 to the northwest comer of <br /> Trunk Highway #47 and County Road #116. From there it will be extended northward a distance <br /> of approximately 700 feet. The utilities are anticipated to be very near the water table and <br /> deWatering may be required. Three six-inch service laterals will be stubbed off of the sewer main <br /> for :each of the anticipated three lots as will a four-inch water service. Following construction, turf <br /> shall be restored with four inches of topsoil, seed, fertilizer and mulch. Disturbed pavements shall <br /> be neatly saw cut and replaced in-kin& <br /> <br />ESTIMATED PROJECT COST <br /> <br />The estimated construction and project costs are summarized in Table 1. Detailed estimates are <br />included in Appendix B. It should be noted that both sewer and water need to be extended 300 to <br />350 feet to reach the subject property. However, it will also be necessary to extend both sewer and <br />water from the northwestern comer of the subject property westward a distance of 400 to 450 feet <br />to service the parcel to the west in the future. Therefore, it is proposed that the only costs <br />at~butable as trunk costs on this project should be limited to the jacking required under Trunk <br />Highway g47. Table 1 also indicates overhead costs at 30% of the construction cost as an <br />allowance for engineering, legal and other indirect costs.
