I <br />I <br />I <br />i <br />I <br />I <br />I <br /> <br />Motion carriedi Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen. <br />Voting No: Coancilmembers Beyer and Zimmerman. <br /> <br />Motion by Co~ncilmember Peterson and seconded by Councilmember Beahen to adopt <br />Resolution g9~-05-112 receiving report and calling a public hearing on Improvement <br />Project g95-15.(Construction~ of sanitary sewer, watermain, storm sewer and streets to <br />service proposed Fox Knoll Development). <br /> <br />Motion carried,, Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen. <br />Voting No: CoCncilmembers Beyer and Zimmerman. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Reques~t for Mayor Hardin's Tax Records <br /> <br />Councilmembei: Beyer felt that Mr. Terry Hendriksen made a fair request of Mayor Hardin <br />for his tax reco~'ds, etc. She stated that silence denotes perception of wrong doing and we <br />should be abo~e board. She stated she has no problem producing her records and she <br />encouraged MacVor Hardin to produce his records on all of Council's behalf. <br /> <br />2) Proposed Charter Amendment <br /> <br />City Administrgtor Schroeder stated the City has received a petition for a proposed Charter <br />amendment. IOformation on this issue will be provided back to Council at a subsequent <br />meeting. <br /> <br />3) Conflict of Interest <br /> <br />City Administrator Schroeder disseminated a copy of a faxed letter from the League of <br />Minnesota Citi6s relating to conflict of interest pertaining to Council voting on issues. <br /> <br />4) Bill for Recycling Services <br /> <br />City Adminis~ator Schroeder reported that the first bill for recycling services went out; <br />however, they Went out a bit different than expected. Some of the residents did not receive <br />the letter inforrhing them of the charge. We have received several calls - maybe about 60 or <br />SO. <br /> <br />Finance officer Hart added that only about four or five of those people were not satisfied <br />with the explanlation of the charge. <br /> <br />5) Conflict of Interest <br /> <br />Councilmembcr Zimmerman stated that the fax relating to the conflict of interest and <br />abstaining from voting, he thought a Councilmember is supposed to expose up front that <br />they will be ab.gtaining. <br /> <br />City Attorney Goodrich stated that you do not have to pre-acknowledge your abstention, <br />He offered to check on that again. <br /> <br />Councilmember Beyer stated that this has been a question for years and an answer should <br />be determined.: <br /> <br />City Council/May 23, 1995 <br /> Page 17 of 18 <br /> <br /> <br />
